ICS awards 63 positions from the open transfer competition

The Catalan Health Institute (ICS) has published the first award of the 2025 edition of the open and permanent transfer competition, which assigns 63 positions for healthcare and non-healthcare personnel to the territorial managements. The decision is detailed in Resolution SLT/2896/2026, of August 11, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9738, of August 26, 2026, with the official reference CVE-DOGC-A-26224030-2026.
The single call for the open and permanent transfer competition was published via Resolution SLT/2099/2020, of August 25, in DOGC no. 8214, of 8.31.2020. This call is provided for in the Agreement of the Health Sectoral Negotiation Table for the development of line 5.4 of the ICS Human Resources Planning Plan for the 2016-2020 period, aimed at strengthening voluntary mobility processes.
Categories and awarded positions
The first award covers 22 professional categories, from administrative staff to specialist physicians. The list of successful applicants appears in the annex of the resolution, with the DNI/NIE partially hidden to protect their identity.
The most numerous positions correspond to:
- Specialist Physician in Family and Community Medicine: 15 positions
- Administrative Assistant: 10 positions
- Diploma Nurse: 6 positions
- Intermediate-level Health Specialist Technician in Nursing Care: 5 positions
Positions for emergency physicians, obstetric and gynecological nursing (ASSIR), intermediate and higher-level specialist technicians in various specialties, orderlies, and administrative management personnel are also awarded.
Territorial destinations
Positions are assigned to the territorial managements of the ICS and to the primary and community care managements. The destinations awarded in this first resolution are:
- North Metropolitan Territorial Management
- South Metropolitan Territorial Management
- Camp de Tarragona Territorial Management
- Lleida Territorial Management
- Terres de l’Ebre Territorial Management
- Alt Pirineu-Aran Territorial Management
- Penedès Primary and Community Care Management
The person who has obtained a new destination will have a new appointment within the territorial management they opted for, without prejudice to their assignment to a specific primary care service or hospital center.
Deadlines and effects
Persons who obtain a new destination and are in active service must cease their duties in the position they occupy within three business days following the publication of the resolution in the DOGC. The taking of possession and the effective incorporation into the new position are governed by article 75 of Decree 123/1997, of May 13.
In the event of reentry into active service, the deadline is one month from publication; when a change of destination health service is involved, the deadline is also one month from cessation. Any person who does not report to the new assigned destination will be declared ex officio to be in a situation of voluntary leave of absence for private interest.
The resolution, signed by the managing director of the ICS, Josep M. Pomar Reynés, and the director of People, Xavier Saballs Bruell, exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the Court of First Instance of Barcelona within a period of two months. This first assignment is key for the voluntary mobility of personnel and for the healthcare coverage of the territorial managements of the ICS.
