The ICF opens loans to all businesses affected by the Putxet landslide

The Catalan Institute of Finance (ICF) and the Department of Economy and Finance have modified the regulations of the ICF Emergencies loan line so that shops, companies, self-employed individuals, and other economic operators affected by the landslide in the Putxet neighborhood can access it under preferential conditions. The measure is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9754, dated September 18, 2026, in the announcement with reference CVE-DOGC-A-26258049-2026. The modification applies to all current applications and those submitted from the day after publication.

On July 7, 2026, a landslide occurred in the Putxet neighborhood, in the Sarrià-Sant Gervasi district of Barcelona, as a result of the extension works for metro line 9. The incident caused cracks and other structural pathologies in several buildings and forced commercial establishments, companies, and professionals in the area to close temporarily or restrict access, leading to cash flow and liquidity problems, especially in small shops and local businesses.

To address this, the ICF and the Department have signed a third addendum to the agreement signed on October 17, 2025, which regulates the financing of the line. The ICF Steering Committee has approved the partial modification of the specific regulations published in DOGC no. 9676, dated June 1, 2026. The line is endowed with 50,000,000.00 euros, of which 37,500,000 euros are provided by the ICF and 12,500,000 euros by the Department.

More flexible financial requirements for those affected

The main change affects section 3.2 of the regulations. Beneficiaries who have their registered office or operations in any of the affected buildings will be exempt from two requirements: not having negative equity and not accumulating continuous losses over the last three financial years.

The included properties are:

• Carrer Rubinstein, numbers 2, 4, and 6.
• Carrer Teodora Lamadrid, numbers 1, 3, and 5.
• Carrer Sant Gervasi de Cassoles, numbers 54, 56, and 58.

The remaining general conditions remain: being up to date with the State Tax Administration Agency, the General Treasury of the Social Security, and the Tax Agency of Catalonia, and having no RAI, ASNEF, or judicial incidents.

Less paperwork to apply for the loan

General provision 8, regarding documentation, is replaced in its entirety. Requirements are reduced for those affected by the landslide: self-employed individuals may submit only the IRPF (income tax) of the last financial year instead of the last three, and the last quarterly VAT (model 303) instead of the annual closing; furthermore, it will not be necessary to provide a list of assets or documentation of contracted insurance.

Legal entities may also substitute the current year’s VAT return with the last model 303 and will be exempt from the financial statements of the current exercise and from insurance. In all cases, compliance with tax and Social Security obligations must be proven.

Financial conditions and terms

Loans may be allocated to working capital or investment, with the following characteristics:

• Minimum amount of 20,000 euros and maximum of 5,000,000 euros.
• Interest: 12-month euribor plus a spread of between 1% and 3%, or an equivalent fixed rate.
• Term of up to 10 years, including one year of grace.
• Maximum opening fee of 0.5% and early repayment fee of 0.25%.
• Additional late payment interest of 6%.

Applications are submitted electronically via the ICF Client Space from the day after publication until the allocation is exhausted. The procedure is non-competitive; the ICF may request amendments within ten business days, and the formalization of the contract must be completed within a maximum of 90 days from the granting resolution. The subsidy codes in the Registry of Grants and Subsidies of Catalonia are 6330-25-013, 6330-25-014, 6330-25-015, and 6330-25-016.

The measure provides immediate breathing room for businesses in Putxet, which until now did not fit the standard financial requirements of the line despite having suffered a forced halt of activity. With the simplification of documentation and the exemption from equity and losses, small businesses and freelancers in the area have a real path to liquidity while compensation and access restrictions are resolved.
