L'Hospitalet opens grants to restore buildings listed in the PEPPA

The Local Governing Board of the L’Hospitalet de Llobregat City Council, in a session held on July 29, 2026, has approved the call for grants under a non-competitive regime for owners who carry out restoration, rehabilitation, or repair works on buildings listed in the Special Plan for the Protection of the Architectural Heritage of L’Hospitalet de Llobregat (PEPPA) for the 2026 financial year. The call is published in the Official Gazette of the Province of Barcelona on September 9, 2026, with official reference CVE 202610137384.

The call is part of the Strategic Grant Plan 2026-2027, approved by the same Board on February 4, 2026, under line OE4-07 “Improvement and maintenance of private heritage buildings for citizen use included in the PEPPA catalog”, managed by the Transformative City Area and the Culture Service. The Deputy Mayor for Transformative City issued the provision to initiate the file on July 9, 2026, which includes the mandatory technical, legal, and accounting reports.

Amount and eligible actions

The total amount of the call is €150,000.00, distributed across two budget applications for the 2026 financial year:

• €50,000.00 to application 2126 05 3330 770.00.00 (grants for rehabilitation works on listed buildings)
• €100,000.00 to application 2126 05 3330 780.00.00 (grants for rehabilitation works on listed buildings)

Eligible actions include works for comprehensive restoration or rehabilitation, facades, architectural or decorative elements with heritage value, removal of added elements without value, exposed party walls and roofs, and the removal or adaptation of advertising elements that do not comply with regulations. The works must have been executed between January 1, 2021, and July 31, 2026.

Amounts and beneficiaries

The grant is calculated based on the final cost of the work, with percentages and maximums per type of action:

• Comprehensive restoration or rehabilitation: 50% of the cost, maximum €25,000 per building
• Facades: 50%, maximum €15,000
• Architectural or decorative elements: 50%, maximum €5,000
• Removal of added elements: 50%, maximum €5,000
• Exposed party walls and roofs: 30%, maximum €5,000
• Removal or adaptation of advertising elements: 50%, maximum €1,000

Beneficiaries may be natural or legal persons, as well as groups, community property, or homeowners’ associations that provide a NIF, provided they are up to date with tax obligations to the City Council and the ORGT, have not been sanctioned for discriminatory practices, and possess the municipal building permit.

Deadline and procedure

The application period begins the day after the publication of the call summary in the BOPB and ends 20 business days later. As this is a non-competitive process, applications are not scored: they are granted in order of submission (day, hour, and minute) until the budget is exhausted. Documentation must be submitted via the City Council’s electronic office or the General Registry, and the resolution must be notified within a maximum of six months.

The call represents a direct opportunity for owners and homeowners’ associations in L’Hospitalet who wish to enhance protected buildings, with grants covering up to half of the cost of the works. With a budget of €150,000 and an allocation system based on order of arrival, speed in submitting the application will be key to accessing the funds.
