L'Hospitalet nomena els presidents dels districtes II i III

The mayor’s office of L’Hospitalet de Llobregat has appointed a new president of the District II Council and a new president of the District III Council, and has confirmed the appointment of the current presidencies of districts I, IV, V, and VI. This is established by Decree 13341/2026, of October 7, 2026, which the Official Gazette of the Province of Barcelona publishes this Monday, October 19, 2026, with the reference CVE 202610152140 and publication date 19-10-2026. The same decree establishes the vice-presidencies, the secretaries, and the members of the corporation that make up the city’s six district councils.

The text is issued in the exercise of the powers granted by the Organic Regulation of Citizen Participation of L’Hospitalet de Llobregat, in effect since its publication in the BOPB on February 25, 2013, in articles 29 and following. The composition of the councils is based on the agreement of the Plenary session of June 26, 2023, and the confirmed presidencies come from the Mayor’s Decree 12783/2024, of September 6, regarding the delegation of district presidencies.

The file bears the reference AJT/75166/2023 and document number 1201389/2026, processed through the procedure T520 Commissions, Boards and Councils of the Mayor’s Office-Presidency area, via the General Secretariat of the Plenary. The decree is digitally signed by the general secretary of the Plenary, Fernando Aragonés Seijo, on October 8, 2026.

New presidents in districts II and III

The two changes affect the territorial areas of Collblanc-La Torrassa and Santa Eulàlia-Granvia, which now have new presidency holders by delegation of the mayor’s office:

  • District II – Collblanc-La Torrassa: Oscar Ibáñez Imbernon.
  • District III – Santa Eulàlia-Granvia: Roberto González Hernández.

The appointments are made by express delegation of the mayor’s office, in accordance with article 31 of the aforementioned organic regulation, and the full text of the decree can be consulted at the municipal electronic office.

Continuity in the remaining districts

The remaining presidencies are confirmed under the terms set in 2024, with two councilors assuming two districts each:

  • District I – Centre, Sant Josep and Sanfeliu: Rafael Gómez Viñas.
  • District IV – La Florida-Les Planes: David Torres González.
  • District V – Pubilla Cases-Can Serra: David Torres González.
  • District VI – Bellvitge-Gornal: Rafael Gómez Viñas.

The confirmation avoids gaps in communication between the municipal government and the neighborhood associations of the six areas, which maintain the composition agreed upon three years ago.

Cessation and acceptance of the delegation

The appointed presidents hold office by delegation of the mayor’s office and shall automatically cease to do so upon the expiration of the corporation’s mandate, when they cease to be councilors, by revocation of the appointment, by resignation or death, or for any other legal or regulatory cause that prevents them from performing the function, according to article 36 of the organic regulation.

In accordance with article 39.3 of the current Government and Administration Regulation, those appointed must formally express their acceptance of the delegation. This is understood to be tacitly accepted if, within a period of three business days from the notification of the decree, the delegated president does not expressly state otherwise to the delegating body.

The publication is made in application of article 8.6 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia, and article 9.3 of Law 40/2015, of October 1, on the legal regime of the public sector.

The handover in Collblanc-La Torrassa and Santa Eulàlia-Granvia is the most relevant change for residents, who from now on will have to address new municipal interlocutors in the district councils, the body through which neighborhood requests are channeled and local actions are debated.
