L'Espunyola obre ajuts de mobilitat per a estudiants postobligatoris amb 1.500 euros

The Espunyola City Council has opened the call for individual mobility grants aimed at post-compulsory education students for the 2026-2027 academic year, with a maximum budget of 1,500 euros. The regulatory bases were approved by plenary agreement in an extraordinary session on September 28, 2026, and are published in the Official Gazette of the Province of Barcelona (BOPB) on October 29, 2026, under reference CVE 202610158382. Interested families have 20 calendar days to submit their application.

The text, signed by Mayor Albert Altarriba Romagosa, establishes a competitive bidding procedure to subsidize the travel of students enrolled in post-compulsory education in public or private centers, within or outside the Berguedà region. The call is financed by grants from the Barcelona Provincial Council for “Financing of equitable mobility support programs,” within the framework of the 2026 Catalog of the Local Government Network Cooperation Plan 2024-2027.

According to the bases, the purpose is to promote more equitable mobility and facilitate access to post-compulsory education, reversing the lack of access to transport as one of the causes of early school leaving and the disruption of the educational trajectory between stages.

Who can apply for the grants

The beneficiaries are students residing in the municipality of l’Espunyola who meet the following requirements:

  • Be registered as residents (empadronats) in l’Espunyola from the start of the 2026-2027 school year.
  • Be enrolled in the post-compulsory studies for which the grant is requested, in an educational center outside the town, nucleus, or colony where they reside.
  • Certify via a sworn statement or affidavit that they are not beneficiaries of scholarships from the Ministry of Education —which already include transport— nor of any other transport grant for studies.
  • That the parents, guardians, or legal representatives are up to date with the payment of municipal taxes and fees and have no tax debts with the City Council.

1,500 euros to be distributed and calendar

The total amount is 1,500.00 euros, charged to budget application 231.48000, and is distributed among all applications that meet the requirements. If the requests exceed this amount, scoring criteria will be applied; if the budget is not exhausted, the remainder will be distributed equitably among the admitted applicants.

The calendar set in the bases is as follows:

  • Application deadline: 20 calendar days from publication in the BOPB, which sets the limit on November 18, 2026.
  • Correction of defects or incomplete documentation: 3 calendar days from the request; lack of response will be understood as a withdrawal of the request.
  • Resolution and notification: by December 22, 2026, at the latest; the lack of a resolution has the effect of dismissal.
  • Payment: in a single installment, to the indicated account and no later than December 31, 2026.

The instruction of the procedure corresponds to the mayor’s office and the resolution, by mayoral decree. The evaluation is carried out by a Qualifying Commission formed by the mayor as president, a deputy mayor as member, and a technician from the County Council or the City Council, with the secretary of the corporation acting as secretary.

How and where to submit the application

Documentation can be submitted preferably electronically, through the municipal electronic office, or at the City Council offices on Mondays from 4 p.m. to 7 p.m. and Tuesdays and Thursdays from 8 a.m. to 3 p.m. The following must be provided:

  • Application on a standardized form, including bank account details and authorization to verify residency and payment status.
  • Photocopy of the DNI or NIE of the student and, if they are a minor, of the guardians.
  • Standardized bank details form or bank certificate.
  • Sworn statement or responsible declaration of not receiving any other aid for the same purpose.

If the aid is requested for more than one family member, a single form is submitted indicating the number of members. For anything not provided for, the bases refer to the general subsidies Law 38/2003, Royal Decree 887/2006, and Law 39/2015 on common administrative procedure.

The call for applications arrives in a small municipality where access to transport often conditions the choice of studies after the compulsory stage: for families with children studying elsewhere, these 1,500 euros are the only specific municipal line to cover travel expenses, with a deadline expiring on November 18.
