L'Ampolla approves the municipal digital administration ordinance

The L’Ampolla City Council has definitively approved the Digital Administration Ordinance, which regulates the conditions for the use of electronic means in the relations between citizens and the council and the electronic processing of municipal administrative procedures. The full text is published in the Official Gazette of the Province of Tarragona on August 28, 2026, with the official reference CVE 2026-08121.

The ordinance, approved by the Plenary, had been exposed to the public through announcements in the BOP of Tarragona on May 20, 2026, in the DOGC on July 8, 2026, and in the Diari de Tarragona on July 6, 2026. As no claims were submitted during the exposure period, the approving plenary agreement has automatically become definitive, in compliance with article 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime. The document is signed by the mayor, Francesc Arasa Pascual, dated August 27, 2026.

A regulatory framework for digital transformation

The regulation is framed within the obligation of administrations to relate to citizens through electronic means derived from Laws 39/2015 and 40/2015, Royal Decree 203/2021, and Regulation (EU) 2024/1689 on artificial intelligence. The ordinance is also based on Catalan laws 26/2010 and 29/2010 and the power of self-organization recognized in the LRBRL and Legislative Decree 2/2003.

The text is structured into 56 articles distributed across seven titles, three additional provisions, one transitional provision, one repealing provision, and two final provisions. Its main objectives are:

• To reinforce rights and facilitate the fulfillment of citizens’ duties in electronic relations with the local entity.
• To consolidate the use of electronic means in the processing of administrative procedures.
• To reduce administrative burdens and promote efficient, proactive, and sustainable digital services.
• To determine the criteria for automation and the use of artificial intelligence.

Rights, duties, and electronic access instruments

The ordinance defines the principles of digital administration, such as service to the citizenry, technological neutrality, and proportionality, and establishes a system for guaranteeing rights and duties. The second title regulates electronic access instruments, among which stand out the electronic office, the electronic registry, the citizen folder, the electronic notice board, and the registry assistance office.

The third title addresses the processing of the electronic administrative procedure, including the identification and signature policy, electronic notification, automated administrative action, and the electronic functioning of collegiate governing bodies, with the provision for video minutes of the Plenary sessions.

Transparency, open government and artificial intelligence

Titles four and five regulate transparency and open government, including the transparency portal, the right of access to public information, open data, and the reuse of information. Title six promotes citizen participation and collaboration through electronic means.

Title seven, dedicated to artificial intelligence, provides for the impact assessment of AI systems, the creation of a Municipal Registry of Artificial Intelligence Systems, and the conditions for the use of AI tools by municipal staff, which in no case may replace their activity. The ordinance will be applied progressively according to the availability of resources and will enter into force once fully published and fifteen business days have elapsed.

With this regulation, L’Ampolla provides itself with its own framework to consolidate digital administration, strengthen citizens’ rights, and face the challenges of automation and artificial intelligence with legal certainty, transparency, and accountability. The measure affects all procedures with the city council and represents a step forward in the modernization of municipal services for the residents and entities of the municipality.
