The AMB concluded the appointment of two temporary advisors

The Barcelona Metropolitan Area (AMB) has terminated the appointments of two members of its temporary advisory staff, including Xavier Calafat Martínez, who held the position of Area Advisor. The decision was formalized through two vice-presidency decrees signed on September 29, 2026, and published in the Official Gazette of the Province of Barcelona (BOPB) on October 7, 2026, effective as of October 5.
The dismissals are part of file 902529/23, the same one the AMB previously used to publish other movements of its temporary staff. The announcement appears in the local administration section of the gazette, with official reference CVE 202610150430 and page indication 1-1, and does not detail the remuneration associated with the positions that become vacant.
Two dismissal decrees with the same effective date
The announcement includes two independent resolutions, both issued by the organization’s vice-presidency on September 29, 2026, with identical effects:
- Vice-presidency Decree number 17/26, of September 29, 2026: the appointment of Xavier Calafat Martínez as Area Advisor is terminated, effective October 5, 2026.
- Vice-presidency Decree number 18/26, of September 29, 2026: the appointment of Marta Parreño Gala, with the category of type A advisor, is terminated, effective October 5, 2026.
Both decrees share the standard formula used in these types of publications: the termination of the appointment of the temporary advisory staff “listed below,” with the corresponding effective date for each case.
Background of the same file
The AMB had already published temporary staff movements under the same file 902529/23 a few weeks earlier. In the BOPB of September 14, 2026, with reference CVE 202610137875, two more resolutions were announced:
- Vice-presidency Decree number 14/26, of July 31, 2026: appointment of Natalia Buzón Corpas as type B advisor, effective July 20, 2026.
- Vice-presidency Decree number 13/26, of July 31, 2026: termination of the appointment of Martí Badell Pascual, with the category of type B advisor, effective July 18, 2026.
The sequence shows a continuous trickle of appointments and dismissals of advisors at the metropolitan organization throughout the summer and the beginning of autumn, including type A and type B categories and the specific role of Area Advisor.
The regime of temporary staff
Temporary staff are the trusted figures or special advisors that local administrations may freely appoint and who are also dismissed discretionarily. The BOPB collects this regime in other announcements within the same section, which cite Article 104 of Law 7/1985, regulating the bases of the local regime, and Article 304 of Legislative Decree 2/2003, which approves the Revised Text of the Municipal Law and the local regime of Catalonia.
According to this framework, the termination of the status of temporary staff can occur when the competent body so decides and, in any case, automatically upon the termination or expiration of the mandate. This is the logic that explains why the AMB decrees set a specific effective date, October 5, 2026, for both departures.
Publication in the official bulletin is the only way for citizens to track these appointments, as these are positions of free designation and not open selective processes. The record of file 902529/23 allows for the reconstruction of the evolution of the AMB’s temporary staff throughout 2026.
