The AMB dismisses a councillor and appoints three temporary officials effective October
Por FactBox Admin

The Barcelona Metropolitan Area (AMB) has terminated the appointment of José Luis Díaz Torrevejano as Area Advisor and has appointed three new temporary advisory positions: Francesc Kelly i Pons, Jordi Salido Cabo, and Marta Escolar Fernández. The four movements, effective between October 1 and 8, 2026, are published in the Official Gazette of the Province of Barcelona (BOPB) on October 20, 2026, section I, page 1, under the official reference CVE 202610155851.
The decrees are part of file 902529/23, the code with which the AMB processes the publication of movements of its temporary advisory staff. These are positions of trust—not part of the structural staff—that the metropolitan body must record in the official gazette so that appointments and terminations have a public record.
The texts distinguish between several categories of advisory: Area Advisor, Type A Advisor, and Type B Advisor. In this batch, three of the four decrees affect Area Advisor positions and the fourth, a Type B position.
One termination and three appointments
- José Luis Díaz Torrevejano: his appointment as Area Advisor is terminated, effective October 1, 2026, by vice-presidency decree 19/26, dated October 1.
- Jordi Salido Cabo: appointment as Area Advisor, effective October 1, 2026, by decree 21/26, dated October 2.
- Francesc Kelly i Pons: appointment as Area Advisor, effective October 6, 2026, by decree 22/26, dated October 2.
- Marta Escolar Fernández: appointment as Type B Advisor, effective October 8, 2026, by decree 24/26, dated October 9.
Nine days between signature and publication
The four decrees were signed within a nine-day interval—October 1, 2, and 9—and are published together on October 20, nineteen days after the first. The termination of Díaz Torrevejano and the appointment of Salido Cabo share the same effective date, October 1, although the second decree is dated one day later.
The announcement orders the decrees by number 19/26, 22/26, 21/26, and 24/26, such that decree 22/26 appears before 21/26 in the published text. All four carry the same publication reference and the same page.
A temporary staff in motion since July
The sequence of decrees shows that the AMB has continuously adjusted its advisory team in recent months:
- Decrees 13/26 and 14/26, of July 31, 2026, published in the BOPB on September 14: dismissal of Martí Badell Pascual as type B advisor, effective July 18, and appointment of Natalia Buzón Corpas in the same category, effective July 20.
- Decrees 17/26 and 18/26, of September 29, 2026, published in the BOPB on October 7: dismissal of Xavier Calafat Martínez as Area advisor and of Marta Parreño Gala as type A advisor, both effective October 5.
With these departures, the AMB has reported seven movements of temporary staff in three months, four of which correspond to appointments.
The same day, another appointment at the Diputació
The BOPB of October 20 publishes a second announcement regarding temporary staff, in this case from the Diputació de Barcelona and with the reference CVE 202610155405. It includes the appointment of José Luis Díaz Torrevejano as technical advisor to the First Vice-Presidency of the Diputació, effective October 1, 2026, and salary level N4, along with that of Josep-Aleix Agustí Canals as political group advisor, effective October 13.
Thus, on the same day and in the same bulletin, the person leaving the AMB as an Area advisor appears incorporated into the Diputació in a technical advisor position, with the same effective date as their metropolitan dismissal.
Appointments of temporary staff are subject to political and budgetary control because they are remunerated from the organization’s finances and do not undergo any open selection process. The simultaneous publication of four decrees, and the fact that one of the dismissals is offset on the same day with a position in another administration, allow for tracking the changes in the trust teams of the metropolitan area and its institutional environment.
