The AMB definitively approves the guidelines for the Youth Climate Action Fund

The Barcelona Metropolitan Area (AMB) has definitively approved the regulatory bases for the granting of subsidies for youth climate action projects, within the framework of the Youth Climate Action Fund. The agreement, initially adopted by the Metropolitan Council in the session of July 21, 2026, has become definitive as no allegations were presented during the public information period. The resolution is published in the Official Gazette of the Province of Barcelona (BOPB) on September 9, 2026, with official reference CVE 202610137889 and file 905896/26.

The international Youth Climate Action Fund call, promoted by the Bloomberg Philanthropies foundation, encourages the active participation of young people between 15 and 24 years old in the development of solutions to the challenges of climate change. The AMB submitted its pre-candidacy in December 2025 and was selected on April 21, 2026, joining a global network of 300 cities committed to youth involvement in sustainable transformation.

A global fund for youth

The AMB, as a supramunicipal local entity, plays a key role in the coordinated response at a metropolitan scale to climate challenges. Over the coming year, it will provide support through small grants to initiatives driven by young residents, working together with them to implement solutions aligned with metropolitan climate priorities.

The grants are awarded on a competitive basis and can finance up to 100% of the project cost. The maximum budget allocation is €36,800, provided by the Bloomberg Philanthropies foundation, with a maximum of eight grants per call and a maximum amount of €4,600 per project.

Beneficiaries and eligible projects

The following entities may be beneficiaries, provided that the projects are led by young people between 15 and 24 years old:

  • youth and environmental associations;
  • foundations and non-profit entities;
  • educational centers and public entities;
  • other legally constituted non-profit organizations.

Natural persons, commercial companies, and political parties or linked organizations cannot be beneficiaries. Projects must be developed within the metropolitan territory of Barcelona, have an environmental or climate purpose, and be executed within the timeframe of the call. Strategic lines include thermal comfort and health during heatwaves, mental health and eco-anxiety, nature-based solutions, sustainable mobility, civic technology, climate culture, gaming, artificial intelligence, and energy efficiency.

Processing and appeals

Applications shall be submitted via a generic request to the electronic registry of the AMB (www.amb.cat), starting from the day after the publication of the call summary in the BOPB. The required documentation includes the project report, the budget, proof of the entity’s status, the responsible declaration, and the work schedule. Defects or omissions may be corrected within a maximum period of ten business days.

An administrative appeal may be filed against the final approval agreement before the Administrative Chamber of the High Court of Justice of Catalonia within two months from the day after the publication of the announcement in the BOPB.

This approval consolidates the AMB’s commitment to local and participatory climate action, and opens the door for youth organizations in the metropolitan area to access funding to promote projects with environmental, social, and community impact.
