Alt Urgell delegates the maintenance of roads and heritage to the town councils

The Alt Urgell County Council has made public the agreements for the delegation of powers signed with 13 town councils in the region for the execution of the Work and Training (TIF) program of the Employment Service of Catalonia (SOC), aimed at the maintenance of roads and paths and the conservation of cultural and natural heritage. The edict was published in the Official Gazette of the Province of Lleida number 169, dated September 3, 2026, with reference BOP-2026_0_169_7444 and file 6/2026.
The agreement was approved by presidential decree on April 27, 2026, and ratified by the Plenary of the County Council on June 10, 2026. The publication is based on Article 112 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia, and on Article 11.3.b) of Law 40/2015, of October 1, on the legal regime of the public sector, which requires the publication of agreements containing the delegation of powers in the official gazette.
Object and scope of the agreement
The agreement implements the participation of the town councils in the TIF program, promoted by the SOC and managed by the County Council, and delegates powers to them regarding the maintenance of public roads, access to population centers, and heritage conservation. All actions are considered to be of general and social interest.
The program is not 100% funded by the SOC; therefore, the town councils assume the expenses for training, occupational risks, travel, staff equipment, tool maintenance and fuel, as well as the materials and machinery used. The distribution of non-funded expenses is made proportionally to the hours and tasks performed in each municipality.

Validity, monitoring and termination
The initial validity of the agreement extends from January 1, 2026, to December 31, 2029, or until the completion of the TIF program, and is extendable by agreement of the parties for up to four more years, that is, until December 31, 2033. The Council of Mayors serves as the monitoring commission, with an annual evaluation of the program on its agenda.
Among the causes for termination are the expiration of the validity period without extension, the completion of the program, the suppression of the comarcal service, the unanimous agreement of the parties, the breach of obligations, the non-payment of settlements, and nullity by judicial decision. The document is signed by the president of the Comarcal Council, Josefina Lladós Torrent, and the secretary, Montserrat Pagès Llop.
The publication of these agreements guarantees the transparency of a program that combines the generation of employment for unemployed persons or job seekers with the improvement of road infrastructures and the heritage of the comarca, prioritizing the trails and paths of the Alt Urgell hiking projects.
