Tortosa City Council opens a call for 60,000 euros to prevent residential exclusion

The Local Government Board of the Tortosa City Council, in an ordinary session held on 10 August 2026, agreed to approve the call for grants to address situations of risk of residential exclusion corresponding to fiscal year 2026. The agreement, electronically signed by the Mayor Maria del Mar Lleixa Fortuño on 14 August, was published on 17 August in the Official Gazette of the Province of Tarragona under the official reference CVE-2026-07832 (pages 1 to 5).

The initiative responds to an ordinance approved by the Plenary of the Tortosa City Council on 13 April 2026, which confirmed the regulatory bases initially approved on 3 November 2025 and subsequently amended once the allegations submitted had been resolved. The non-competitive concurrence regime allows for the streamlined direct awarding of subsidies to those who meet the requirements.

Purpose and aim of the call

The purpose of the grant is to help people at risk of residential exclusion who are owners of a property right over their habitual residence in the municipality of Tortosa. The grant is designed to cover the general expenses of the habitual dwelling during 2026.

• Regime: non-competitive concurrence.

Economic allocation and amount

The budgetary credit allocated to the call is €60,000.00, earmarked from expenditure item BSO 23104 48002 of Chapter IV of the 2026 municipal budget, under the heading “grants for charitable assistance to families – social assistance”.

• Individual amount of the grant: €300.00 per beneficiary.
• The award is subject to budgetary availability.
• Only one application per beneficiary may be submitted.

Deadline and submission conditions

The application submission period opens the day after final approval and extends for 30 business days. The deadline will close early if the budget is exhausted or, in any case, on 31 December 2026.

• In-person submission: at the municipal SAC (Citizen Service Office) of the Tortosa City Council (Plaça d’Espanya, 1).
• Electronic submission: through the electronic office (https://www.seu-e.cat/ca/web/tortosa).
• Submission is also valid at any of the locations provided for in Article 16 of Law 39/2015, of 1 October, on the Common Administrative Procedure.
• In the event of incorrect or incomplete documentation, the beneficiary will have 10 business days to correct it; if not done, the application will be deemed withdrawn.

Requirements and procedure

To obtain the status of beneficiary, the requirements established in point 4 of the enabling ordinance must be met. The competent body for granting this status is the Local Government Board, and management and resolution are governed by point 8 of the same ordinance. In the event of a technical interruption of the electronic office, an extension of the unexpired deadline will be published.

The personal data collected in the applications will be processed in the file “Registry and Administrative Management” of the Tortosa City Council, for administrative management purposes, and will not be transferred to third parties except where required by law, in accordance with Organic Law 3/2018, of 5 December, on Personal Data Protection.

This call represents another tool of the municipal social policy of Tortosa to combat residential instability at a time when difficulties in accessing and maintaining housing continue to affect many families. Owners of their habitual residence in the municipality who find themselves in a vulnerable situation should consider this opportunity before the deadline or budget runs out.
