L'Ajuntament de Lleida nomena dos sotsoficials de la Guàrdia Urbana en propietat

The Lleida City Council has permanently appointed two positions of Sub-inspector of the municipality’s Guàrdia Urbana (Urban Guard). The appointment was formalized by mayoral decree in October 2026 and was made public in the Official Gazette of the Province of Lleida no. 206, dated October 28, 2026 (official reference BOP-2026_0_206_8976, p. 1). The announcement is signed by the deputy mayor and councillor for Good Governance, Carme Valls Llaràs, and the document was electronically signed on October 26, 2026.

The announcement is published in compliance with Article 82 of Decree 214/90, of July 30, of the Generalitat de Catalunya, which approves the Personnel Regulations for the Service of Local Entities. This regulation requires the official gazette to record the appointments of civil service personnel who fill permanent positions.

The text was issued by the Department of Good Governance, through the Human Resources Selection, Promotion, and Provision Service of the Lleida City Council, the same body that signs the rest of the council’s personnel announcements published this October.

According to the wording of the announcement, the positions filled are in the category of Sub-inspector of the Guàrdia Urbana, meaning intermediate command positions within the municipal security force.

The two appointed persons

The mayoral decree designates two people to occupy the positions:

  • Noe Rodriguez Montero
  • Juan Carlos Roca Juan

The appointment is for permanent provision, meaning that both individuals move to occupy the positions definitively within the municipal staff, and not as interim staff or on a secondment basis.

A reinforcement amidst other staffing movements

The publication comes in a month of high activity regarding personnel at the Lleida City Council. On October 16, BOP no. 198 (reference BOP-2026_0_198_8588) published the 2026 Public Employment Offer, approved by the Local Government Board on October 8, which includes eight positions for Guàrdia Urbana officers via the competitive examination system, in addition to positions for technicians, administrative assistants, concierges, and trade personnel.

Other permanent appointments have been published in the same month: on October 26 (BOP no. 204, reference BOP-2026_0_204_8862), three appointments for Works and Services Officer positions were made public, and on October 14, two Executive Technician positions were published.

The Guàrdia Urbana (City Police) has also been present in other municipal agreements during this period: the BOP of October 19, 2026, recorded the decommissioning of two vehicles that served the force—a Renault Master with license plate L8819AG and a Honda NT700V with license plate 7850GJB—and on October 23, the consultation period for the modification of the Municipal Ordinance on Civility and Coexistence was opened, with in-person consultation at the Guàrdia Urbana Station, at 1 Salmerón Street.

Why it is relevant

The provision of two permanent middle-management positions consolidates the management structure of Lleida’s Guàrdia Urbana at a time of expansion of the force’s staff, with eight agent positions in public offering. For readers, the announcement is the official confirmation of two names and two positions that become permanent, with the guarantee provided by the publication in the provincial bulletin and the verifiable reference of the document.
