The Lleida City Council approves the Mercat del Pla as a cooperative hub

The Local Governing Board of the Lleida City Council initially approved, in the session of September 17, 2026, the Basic and Executive Project for the implementation of the Mercat del Pla as a cooperative hub, with an amount of 612,928.50 euros (VAT included). The agreement was published in the Official Gazette of the Province of Lleida no. 180, of September 21, 2026, with the official reference CVE BOP-2026_0_180_7812 and edict number 7812. The project is subject to public information for 30 business days so that it can be examined and allegations can be formulated.

The project corresponds to file OBR_OBE_2026_0026 and was signed on September 4, 2026, by architects Eduard Rodero López and David Agustí Pardo, from the company EDDAP ARQUITECTURA SLP. The budget is broken down into 506,552.48 euros as the taxable base and 106,376.02 euros of VAT at 21%, for a total of 612,928.50 euros. The edict is signed by Mayor Fèlix Larrosa i Piqué and processed by the Contracting and Heritage Service of the City Council.

The planned technical reports

Before approving the project, the Local Governing Board validated two mandatory reports included in the resolution part of the agreement:

• Technical supervision report issued on September 9, 2026, by Esther Sala Bittoun, architect of the Public Facilities, Equipment and Energy Service and project supervisor.
• Project approval report issued on September 14, 2026, by the deputy director of City Promotion.

The agreement also provides for communicating the resolution to the promoting department for its knowledge and appropriate effects.

Public information and allegations

The project is submitted for public information for a period of 30 business days through the publication of an announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council. Interested parties may examine the documentation and present allegations if they consider it appropriate.

Once the period has elapsed, the project will be considered definitively approved if no allegations or claims are presented, without prejudice to a Mayoral resolution declaring this circumstance. No type of appeal may be filed against the administrative processing act, as stated in the appeal section of the edict.
