The Lleida City Council definitively approves the Balàfia Civic Hub

The Mayor of Lleida, Fèlix Larrosa i Piqué, has definitively approved the executive project for the comprehensive rehabilitation of the existing school facility where the new Balàfia Civic Hub is to be created, with a budget of 7,259,975.57 euros (VAT included). The Mayoral Decree of October 15, 2026 resolves the allegations presented against the initial approval and opens the door to the tendering of the works. The agreement is published in the Official Gazette of the Province of Lleida no. 213, of November 6, 2026, edict 9345 (CVE BOP-2026_0_213_9345), within file OBR_OBE_2026_0019.

The project had been initially approved by agreement no. 15 of the Local Government Board of July 30, 2026. The definitive resolution has been issued by mayoral decree with the avocation of the competence that the Mayor-Decree of June 28, 2023 (first resolution.C.2) had delegated to the Local Government Board, given that the contract amount exceeds 120,000 euros excluding VAT.

A 7.26 million project signed by RAIZDE3

The executive project was signed on July 20, 2026, by the drafting technicians Jaime Angel Dolz Llorens (registered architect 08934) and Cristina Monzó Lacal (registered architect 07505), from the company RAIZDE3, SL. The agreement incorporates the correction of errors document dated October 13, 2026, signed by the same technicians.

• Execution amount: 5,999,979.81 euros.
• VAT (21%): 1,259,995.76 euros.
• Total including VAT: 7,259,975.57 euros.
• Action: comprehensive rehabilitation of an existing school facility to convert it into the new Balàfia Civic Hub, in the municipality of Lleida.

The calendar is set by the ERDF path

The resolution justifies the avocation of competencies in article 23 of Order HAC/1072/2024, of October 2, of regulatory bases for the allocation of ERDF financial paths to integrated action plans of local entities, within the framework of sustainable urban development for the 2021-2027 programming period.

• The City Council must justify at least 20% of the requested aid by the deadline of March 31, 2027.
• To meet this deadline, the tender for the works contract must be presented to the City Management Information Commission in October, in accordance with article 50.2 of the Municipal Organic Regulation approved by the Plenary on May 6, 2022 (with the correction of material error approved on June 30, 2022).

Allegations from the neighborhood platform dismissed

The decree resolves five sets of allegations, with technical reports from October 8, 9, 13, 14, and 15, 2026, signed by the responsible coordinator of Social Welfare, the head of the Technical Unit for Feminist Policies, the executive director, the head of the Mobility and Public Roads Service, the head of the Urban Planning Service, the head of the Public Works Service, and the head of the Contracting and Heritage Service.

• Balàfia Plataforma Cívica (August 31, 2026, entry E/51997-2026): allegations first through fifth dismissed in their entirety.
• Carlos Sisteré Saureu (September 21, 2026, E/56778-2026): 22 of the 26 allegations dismissed; the third (compliance with the applicable sectoral regime, without conditioning approval), the fourth (guaranteeing the physical conditions inherent to the resource), and the fourteenth (only the physical conditions of security and privacy) are partially upheld.
• Santiago Fornies Gomà (September 21, 2026, E/57025-2026): 17 allegations dismissed and the second upheld in its entirety, which corrects a material error in the certificate of the General Secretariat dated July 31, 2026.
• Municipal Group of the People’s Party (entries E/56074-2026, E/56202-2026, and E/56199-2026): virtually all allegations dismissed, with partial upholding of the twelfth and full upholding of the eighteenth.

The admitted amendments are corrections of date and toponymy: where it stated “Contract formalized with the company on September 18, 2025” it should read “September 18, 2026”, and where the project indicated “Rocafort, Valencia” it should read “Lleida, Lleida”. The agreement orders its publication in the Official Gazette of the Generalitat de Catalunya, the Official Gazette of the Province of Lleida, and on the electronic notice board of the Lleida City Council, and individual notification to the neighborhood platform, the two private individuals, and the municipal group.

The Balàfia Civic Hub thus reaches the bidding phase with the European funds calendar as the primary clock: any delay in the contracting of the works puts at risk the justification of the 20% of the ERDF aid required by March 31, 2027. Against the agreement, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Lleida within two months.
