Abruzzo refinances Napoli Calcio for six seasons with 1.2 million per year

The Abruzzo Region has refinanced the existing relationship with S.S.C. Napoli Calcio S.p.a. for another six sporting seasons, with an annual amount of 1,220,000.00 euros. The decision is contained in art. 11 of Regional Law 15 January 2026, n. 2 (Regional Stability Law 2026), published in the Official Gazette - 3rd Special Series n. 36 of 19 September 2026, p. 15, with reference 26R00088. The text was promulgated by the president of the Regional Council, Marsilio, following the approval of the Regional Council with measure n. 35/1 of 30 December 2025.

The regulation is the stability law through which the Abruzzo Region drafts the 2026-2028 financial forecast budget. It was published in the Official Bulletin of the Abruzzo Region - Special n. 7 of 15 January 2026 and entered into force on 1 January 2026; the promulgation act n. 2 is certified by the president of the Regional Council, Sospiri. Art. 11 intervenes in a relationship already regulated by a convention signed “inter partes” by virtue of D.G.R. n. 374/2020, expiring with the 2025/2026 sporting season.

The extension of the convention with the Neapolitan club

The refinancing concerns the costs connected to the extension, provided for by art. 5 of the convention, of the relationship with S.S.C. Napoli Calcio S.p.a. for a further six sporting seasons. The purpose declared by the law is to “support the tourist-economic and social development of the directly affected areas of inland Abruzzo and more generally of the entire regional territory”; the published text does not indicate which territories are specifically involved.

In the same set of articles, the law distributes extraordinary contributions for the year 2026 only, with newly established chapters within Mission 06, Program 01, Title 1.

On the cultural front, Art. 6 provides refinancing, among others, for the Festival Dannunziano (400,000.00 euros), the Notte dei Serpenti (200,000.00 euros), the Premio Internazionale Flaiano (100,000.00 euros), the Festival dei Popoli Europei (90,000.00 euros), the Giostra Cavalleresca di Sulmona and the Mastrogiurato di Lanciano (40,000.00 euros each).

The overall financial framework

The law establishes a “Fund for the financing of interventions of particular regional relevance” of 16,110,000.00 euros and a “Fund for the support of initiatives relating to tourism, sport, culture, social affairs, civil protection and agriculture” of 7,000,000.00 euros, both funded by higher revenues to be determined and subject to a subsequent regulatory coverage measure. The text also provides for the contribution to the public finance of local authorities for 11,075,000.00 euros and 25,183,200.00 euros annually over the 2026-2028 three-year period.

For Abruzzese readers, the most relevant measure remains the extension with the Campanian club: six seasons at 1,220,000.00 euros per year mean a total commitment of 7,320,000.00 euros, which the law justifies by the economic and tourist impact on inland areas, without however linking the contribution to result indicators verifiable in the published text.
