The Department of Culture has opened a call for free appointment for the position of secretary

The Department of Culture and Language Policy has opened a public call for free appointment to fill a position of senior secretary in the Directorate of Cultural Promotion and Cultural and Creative Industries (Vitoria-Gasteiz). The call is announced via the Order of July 28, 2026, published in the Official Gazette of the Basque Country (BOPV, issue 159) on August 21, 2026, and there are 15 business days to submit applications.

Purpose of the call and legal basis

The position is located in the Directorate of Cultural Promotion and Cultural and Creative Industries, under the Department of Culture and Language Policy, in Vitoria-Gasteiz. The call is based on articles 94.9 and 102.2 of Law 11/2022 on Basque Public Employment (December 1), and has received the report from the Directorate of Public Employment.

The position has code 520010 and allocation 85, and will be filled through the free appointment system. The call is open to career civil servants of the general administration of the Basque Autonomous Community (BAC) and its autonomous bodies, as well as career civil servants of public law entities under private law linked to the general administration of the BAC.

Participation requirements and applications

Career civil servants of the general administration of the BAC may participate, regardless of their administrative status, except for:

• Those in a firm extension of functions, for as long as that status lasts.
• Those on voluntary leave for particular interests or family reunification who have not completed the minimum time required for reentry (2 years).

Applications must be submitted within a period of 15 business days, counting from the day following the publication in the Official Gazette. Civil servants active in the general administration of the BAC may do so via the EIZU employee portal, Jakina, and the internet; others must address them to the Service Directorate of the Department of Culture and Language Policy via electronic registry.

Merits and resolution

A curriculum must be attached to the application, including degrees, positions held, language profile, training courses, and language knowledge. The calling body may use interviews, tests, or reports to verify merits. Requirements must be met on the date of publication of the call and maintained until assumption of office.

Resolution and resources

The resolution will be made within a period of three months, counting from the day following the end of the application period, and will be published in the Official Gazette. The call may be declared void if no one meets the requirements. Since the Order exhausts the administrative route, a request for review may be filed within one month or a contentious-administrative appeal within two months.

The call for applications provides an opportunity to play a fundamental part in the functioning of the public administration in the field of culture, and opens a professional opportunity for career civil servants of the BAC, located in Vitoria-Gasteiz.
