Kuldīgas novada dome atzīst Graudu–Ganību ielu detālplānojumu par spēku zaudējušu

Kuldīga Municipality Council has adopted a decision to recognize the detailed plan for the Graudu – Ganību street territory of Kuldīga town as having lost its force. The decision was published in the official publication of the Republic of Latvia, “Latvijas Vēstnesis”, on October 9, 2026, No. 195, in the “MUNICIPALITIES” section, with the official reference OP 2026/195 (notice No. 8). With this act, the municipality terminates the operation of the specific territory planning document.

A detailed plan is a local-level territory planning document that determines the land use and construction order in a specific territory; therefore, its validity directly affects the issuance of building permits and development regulations. The publication in the October 9, 2026 issue is the only official reference to this decision — the publication states the name of the decision and the issuing authority, without additional explanations.

What is recognized as having lost its force

  • Document name: “On the recognition of the detailed plan for the Graudu – Ganību street territory of Kuldīga town as having lost its force”.
  • Issuing authority: Kuldīga Municipality Council.
  • Document type: Decision of the Kuldīga Municipality Council.
  • Publication: “Latvijas Vēstnesis”, October 9, 2026, No. 195, OP 2026/195, notice No. 8.

Place in the municipal agenda

The decision is included in the “MUNICIPALITIES” section of the publication, where the Kuldīga Municipality Council is listed as the sole issuing authority in this issue. The same issue also published Saeima decisions and laws, including the State Sports Fund Law and amendments to the Corporate Income Tax Law and the Agriculture and Rural Development Law.

Planning practice of Kuldīga Municipality

  • On September 7, 2026 (No. 171), the binding regulations No. 15/2026 of the Kuldīga Municipality Council on the approval of the local plan for the territory between Mucenieku, Ozola, Ormaņu, and Adatu streets in Kuldīga were published.
  • On October 2, 2026 (No. 190), binding regulations No. 14/2026 on the procedure for building numbering, house, square, and street name plates in Kuldīga municipality were published.
  • In the same issue, binding regulations No. 16/2026 on the 4th amendments to the 2026 basic budget of the Kuldīga municipality government were also published.
  • On October 2, 2026 (No. 190), amendments to the Law on Territory Development Planning were published — the legal act that determines the procedure for the development and validity of detailed plans.

Similar practice elsewhere

On September 15, 2026 (No. 177), decision No. 9.3.-2/1 of the Building Board of the Daugavpils municipality central administration was published, by which the decision No. 2-2.4/2 of May 19, 2022, on the approval of the detailed plan in the Jelgavas and Nometņu street district was recognized as having lost its force. This indicates that recognizing detailed plans as having lost their force is a common municipal practice when a plan no longer corresponds to the current situation.

The decision has a direct impact on the construction order in the Graudu – Ganību streets area: henceforth, construction and land use in this area are no longer bound by the relevant detailed plan, and landowners, developers, and designers must be guided by the current territory plan and other municipal regulations. The exact date of the decision, the voting results, and the entry-into-force procedure are not specified in the publication.
