KRRiT publishes consolidated text on RTV fee exemptions

The Chairman of the Krajowa Rada Radiofonii i Telewizji (National Broadcasting Council, KRRiT) has announced the consolidated text of the regulation governing the documents and the declaration form that confirm entitlement to exemptions from radio and television subscription fees. The announcement, signed on 3 September 2026, was published in Dziennik Ustaw of 11 September 2026 under item Poz. 1201.

The consolidated text brings together the regulation of 16 February 2010 on the types of documents and the model declaration confirming entitlement to exemptions from subscription fees, together with the amendment introduced by the KRRiT regulation of 9 June 2020. The announcement was issued on the basis of Article 16(3)(3) of the Act of 20 July 2000 on the promulgation of normative acts, and the underlying regulation rests on Article 4(5) of the Act of 21 April 2005 on subscription fees.

Who can claim an exemption

The regulation lists the categories of citizens entitled to exemption from the RTV subscription fee and the documents that each group must present. The exemptions cover a broad range of beneficiaries, from pensioners and people with disabilities to the unemployed, veterans and combatants.

  • Pensioners aged 60 or over whose pension does not exceed 50% of the average wage (identity card plus a decision on the pension amount).
  • People with a significant degree of disability, total incapacity for work, or total deafness or bilateral hearing impairment (measured at 2000 Hz, from 80 dB).
  • Blind people, holders of a Polski Związek Niewidomych or Związek Ociemniałych Żołnierzy RP card, or those with visual impairment (visual acuity not exceeding 15%).
  • Unemployed people, confirmed by a certificate from the competent labour office.
  • Recipients of pre-retirement allowance or pre-retirement benefit, confirmed by a decision of the Zakład Ubezpieczeń Społecznych (Social Insurance Institution).
  • War and military invalids, holders of the war invalid’s book, and combatants or victims of wartime and post-war repression.
  • Injured veterans, confirmed by a card issued by the Minister of National Defence, the minister responsible for internal affairs, the Head of the Internal Security Agency or the Head of the Foreign Intelligence Agency.
  • Family members of deceased combatants or war invalids, and soldiers forcibly employed in coal mines, quarries, uranium ore plants and construction battalions.

The declaration form

Alongside the documents, the regulation sets out the model declaration on meeting the conditions for benefiting from the exemption. The form, annexed to the regulation, requires the user to provide personal data, the individual receiver identification number, and to mark the type of entitlement with an “X”.

The declaration lists the grounds for exemption, including disability groups, incapacity for work, unemployment, deafness, blindness, war invalidity, pre-retirement benefits, care allowance, social pension, and the status of injured veteran. It also covers family members of combatants and victims of repression, as well as those meeting the income criteria under the Act on family benefits.

The consolidated text does not include § 2 of the amending regulation of 9 June 2020, which merely provided that the regulation enters into force 14 days after its announcement. The original regulation of 16 February 2010 entered into force on 1 March 2010 and repealed the earlier KRRiT regulation of 2 June 2005 on the same subject.

For the many Polish households that rely on these exemptions, the consolidated text provides a single, up-to-date reference for the documents and declaration needed to keep their radio and television receivers registered without paying the subscription fee.
