The Federal Ministry of Health has determined the average rate of change in contribution-liable income for all members of health insurance funds for the year 2027 to be +3.42 percent. The announcement dated September 4, 2026, was published on September 14, 2026, in the Federal Gazette (Bundesanzeiger) under the official reference BAnz AT 14.09.2026 B4. This figure forms the legal basis for the adjustment of contribution rates for statutory health insurance.

The determination is made in accordance with Section 71 Paragraph 3 of the Fifth Book of the Social Code (SGB V). Accordingly, the Ministry determines the rate of change based on monthly surveys of the health insurance funds as well as the quarterly accounting results of the Health Fund (Gesundheitsfonds).

The Figure for 2027

The average rate of change for the year 2027 throughout the entire federal territory is +3.42 percent. The corresponding figure for the previous year was published by announcement on September 9, 2025, under the reference BAnz AT 12.09.2025 B2.

The rate indicates by how much the contribution-liable income per member increases on average. It serves as a guiding figure for health insurance funds in calculating their contribution rates and thus for the financial resources of the statutory health insurance.

Significance for the Insured

The determined rate of change is a central steering value in the statutory health insurance system. If contribution-liable income increases, the revenue base of the funds improves, which can reduce the pressure to increase contribution rates.
