1.58 million euros for regional competitiveness permanently distributed

The Provincial Council of Bizkaia has definitively distributed the budget items for the regional community competition boost grants, distributing the total budget of 1,580,000 euros over the biennium between 2026 and 2027. Provincial Order 6263/2026 of the Provincial Deputy for Economic Promotion, dated August 14, has been published in the Official Gazette of Bizkaia (BOB), issue 161, on August 25, 2026.

The Order applies Provincial Decree 26/2026, dated March 26, which jointly approves the regulatory bases and the call for the regional community competition boost grants. In the 7th basis of that decree, regarding the budget allocation, it is established that the total amount of grants that can be granted in this call is 1,580,000 euros.

Definitive distribution of budget items

The definitive distribution comprises three budget items, each distributed over two years (2026 and 2027). 1,185,000 euros are allocated for the year 2026 and 395,000 euros for 2027, totaling 1,580,000 euros.

Estimated nature and reallocation of items

Point 2 of the 7th basis of the Decree establishes that the amounts allocated to each item are of an estimated nature. Depending on the applications approved, and since the beneficiary entities may have different legal natures and the subsidized expenses may be of different concepts, resources between budget items may be reallocated through expenditure modification files, without needing to change the provincial decree, provided that the total amount of the items does not exceed the total established in the decree.

Procedure and appeals

The resolution exhausts the administrative route. Therefore, within a period of one month, a voluntary appeal for reversal may be filed before the Provincial Deputy for Economic Promotion, in accordance with Law 39/2015 (of October 1). Likewise, within a period of two months, a contentious-administrative appeal may be filed in the Contentious-Administrative Court of Bilbao, in accordance with Law 29/1998 (of July 13). The deadlines are counted from the day following the date of publication in the Official Gazette of Bizkaia.

Impact

The distribution allows for the funding of projects from regional companies and organizations that have passed the evaluation, and bears the signature of the Provincial Deputy for Economic Promotion (Ainara Basurko Urkiri). The definitive distribution of grants provides certainty to the beneficiaries and establishes the basis for the economic boost of the regional community competition in the 2026-2027 biennium.
