INTRODUCTION
In the issue of Latvijas Vēstnesis dated November 6, 2026, No. 215 (official publication OP 2026/215), in the institutions section, the decision of the Competition Council No. 47 “On the merger of market participants” was published. The notice is item 6 of the issue’s table of contents and the only Competition Council notice in this edition. With this entry, the decision is officially announced in the state publication, and it has a public reference that can be cited by the transaction participants, competitors, and other interested parties.
CONTEXT
The Competition Council is the institution in Latvia that monitors compliance with competition rules, including evaluating the mergers of market participants and making binding decisions on them. Latvijas Vēstnesis is the official publication of the Republic of Latvia, in which institutional decisions are published with the name of the institution, the sequential number of the decision, and a heading, while the table of contents of the issue forms a chronologically verifiable register of publications.
Decision No. 47 is not an isolated case — the publication of merger decisions is regular:
- August 24, 2026, No. 161 (OP 2026/161): item 9 — Competition Council decision No. 35-1 “On the merger of market participants”, item 7 — decision No. 37 “On the merger of market participants”.
- In the same issue, item 8 — decision No. 34-7 “On the finding of a violation, the imposition of a legal obligation and a fine”.
- October 30, 2026, No. 210 (OP 2026/210): items 15 and 16 — decisions No. 45 and No. 46 “On the merger of market participants”.
- November 6, 2026, No. 215 (OP 2026/215): item 6 — decision No. 47 “On the merger of market participants”.
What the official publication contains
In the table of contents, the decision is listed under the heading “INSTITUTIONS” and the institution’s name “Competition Council”. The entry consists of a sequential number, the name of the decision, and an official identifier:
- publisher: Latvijas Vēstnesis, the official publication of the Republic of Latvia;
- publication date and number: November 6, 2026, No. 215;
- official publication: OP 2026/215;
- institution: Competition Council;
- document type and number: decision No. 47;
- heading: “On the merger of market participants”;
- position in the issue: item 6.
The table of contents entry indicates only the decision number, heading, and institution. The names of the transaction participants, the sector, market shares, and the terms of the decision are not listed in the table of contents — these are in the decision itself, which is available via the reference indicated in the official publication.
Why this decision is significant
The merger decision determines whether a specific transaction may take place and under what conditions, therefore directly affecting the market structure of the relevant sector. The decision is binding for the participants of the transaction and is also significant for competitors, suppliers, and customers operating in the same market. Since the decisions of the Competition Council are published in the official gazette, their existence and references can be verified independently of the institution’s website.

What it means
The publication of the decision means that the outcome of the transaction is recorded in an official, verifiable document, rather than just in an announcement from the institution. For companies operating in the relevant market and for municipalities in whose territory the transaction takes place, this publication is the first signal to check whether the merger affects their contractual relationships, supply chains, or prices. For readers following competition policy, decision No. 47 is part of a series published this week (No. 35-1, 37, 45, 46, 47), which allows for a comparison of how often the Competition Council reviews mergers and how consistently it informs the public.
