The Second Vice President of the Government and Councilor for Finance, Economic Transition, and Digital Transformation, Kissy Chandiramani Ramesh, assumes the acting Presidency of the Autonomous City of Ceuta while the titular president, Juan Jesús Vivas Lara, has remained absent since September 6. This is established by Decree 626, published in the Official Gazette of the City of Ceuta (BOCCE) number 6,651, dated September 11, 2026, in the Authorities and Personnel section.

The decree, digitally signed in Ceuta on September 3, 2026, designates Chandiramani as acting President from September 6 at 3:00 PM until the return of the titular president. The measure affects the entirety of local governance, as the head of Finance temporarily assumes the highest representation of the Autonomous City.

The designation

President Vivas Lara issued the decree using the powers conferred by Article 14 of Organic Law 1/1995, of March 13, of the Statute of Autonomy of Ceuta, and in accordance with the provisions of Article 5.5 of the Regulations of the Government and Administrative Services of the Autonomous City of Ceuta.

The document, incorporated into the Registry of Decrees and Resolutions, establishes three points:

  • Designate Kissy Chandiramani Ramesh as acting President from September 6 at 3:00 PM until the return of the titular president.
  • That the decree take effect from its date.
  • That it be published in the Official Gazette of the City of Ceuta.

Scope of the acting presidency

With this designation, the Second Vice President temporarily assumes the functions of the Presidency of the Autonomous City, guaranteeing the continuity of government action during the absence of Vivas Lara. The Councilor for Finance, Economic Transition, and Digital Transformation now exercises the highest institutional representation of Ceuta until the president’s return.

The decree is signed by President Juan Jesús Vivas Lara and by the acting Secretary General, Miguel Ángel Ragel Cabezuelo, both dated September 3, 2026.

Regulatory framework

The substitution is supported by the substitution regime provided for in the Statute of Autonomy of Ceuta and in the Regulations of the Government and Administrative Services of the Autonomous City, which regulate the assumption of the Presidency in the event of the titular’s absence. The publication in BOCCE number 6,651, on page 3405, provides official publicity to the appointment and makes it fully effective.

The measure is of particular relevance to the citizens of Ceuta, as it ensures that the management of the local Government is not interrupted during the president’s absence, maintaining the institutional and administrative activity of the Autonomous City under the direction of the Second Vice President.
