Kast appoints Víctor Reinoso as director of Serviu Valparaíso

The President of the Republic, José Antonio Kast Rist, appointed Víctor Freddy Reinoso Valdés as Director of the Housing and Urbanization Service (Serviu) of the Valparaíso Region, a first-level hierarchical position attached to the Senior Public Management System. The appointment was formalized in decree TRA 272/6/2026, from the Ministry of Housing and Urbanism, published in the Official Gazette of the Republic of Chile No. 44.574, on Thursday, October 15, 2026, Section I, General Norms (official reference: CVE 2884081).

The decree, issued in the Metropolitan Region on September 22, 2026, appoints Reinoso Valdés —RUN No. 10.615.011-7— as the titular holder of the position of Director of the Housing and Urbanization Service, grade 3 of the Single Salary Scale, of the Executive Staff of said service. The position is subject to the 1st Level Senior Public Management System, with a 44-hour weekly workday, for a period of three years running from September 14, 2026, to September 14, 2029.

The regulation is based on Law No. 18.834, Law No. 19.882 on the selection of Senior Public Executives, Law No. 18.575, and Law No. 20.955. According to the eighth recital, the appointment does not exceed the staff quota established in the National Budget for 2026, and the expenditure is charged to Subtitle 21-01-001 of the budget of Serviu Valparaíso Region for the current budget year.

A public competition that extended for more than a year

The position was vacant due to the resignation of the previous holder, a situation recorded in exempt decree RA No. 272/9/2025, dated January 31, 2025, from the Undersecretariat of Housing and Urbanism. The Ministry of Housing and Urbanism requested the competition via ordinary letter No. 44, dated January 30, 2025.

• Presidential appointment: presidential official letter No. 1242, dated August 28, 2026.

Position conditions and signing of the decree

Reinoso Valdés assumes his duties on September 14, 2026, and will be entitled to receive 77% of the senior public management allowance. The decree further specifies that he shall not be required to provide a bond.

The processing was signed by order of the President of the Republic by Iván Slavko Poduje Capdeville, and the transcription for notification corresponds to Natalia Aguilar Bravo, Undersecretary of Housing and Urbanism. The document was electronically signed in accordance with Law No. 19.799, with a time stamp and advanced electronic signature.

Serviu is the agency that executes the State’s housing and urbanization policy in each region; therefore, the appointment of its director in Valparaíso—one of the most populated regions in the country—defines the leadership of social housing programs, subsidies, and urban works for the next three years. As it is a Senior Public Management position, the selection was carried out through an open competition and a list proposed by the Senior Public Management Council, with a limited mandate subject to the requirements of Law No. 19.882.
