Kast nombra a Taladriz Eguiluz como seremi de Energía de Los Ríos

The President of the Republic, José Antonio Kast Rist, appointed Juan Manuel Taladriz Eguiluz as Regional Ministerial Secretary of Energy for the Los Ríos Region, by means of Decree No. 17A of the Ministry of Energy, dated March 31, 2026, and published this Wednesday, September 30, 2026, in the Official Gazette of the Republic of Chile (No. 44,562, Section I, CVE 2876711). The appointment is effective as of March 31, 2026, and corresponds to a position of exclusive trust of the President of the Republic.

The position had remained vacant since March 11, 2026, after Supreme Decree No. 4A of 2026 of the Ministry of Energy accepted the voluntary resignation of Claudia Andrea Lopetegui Moncada (national identity card No. 11,703,849-1). The designation was resolved based on the shortlist sent by the Presidential Delegate of the Los Ríos Region via confidential letter No. 249, dated March 26, 2026, and has the favorable opinion of the Minister of Energy, Ximena Rincón González, who signs the decree alongside the President.

A position of exclusive trust

The decree is based on Article 5 of Decree Law No. 2,224 of 1978, of the Ministry of Mining, which creates the Ministry of Energy and the National Energy Commission, and establishes that in each region of the country there is a Regional Ministerial Secretariat of Energy led by a secretary who represents the ministry in the region and collaborates directly with the Regional Presidential Delegate.

The filling of the position complies with Article 7 letter b) of the Administrative Statute and Article 62 of the Constitutional Organic Law on Regional Government and Administration, regulations which require that the holder be chosen from among the persons included in a shortlist prepared by the Regional Presidential Delegate, after hearing from the minister of the sector.

Conditions of the appointment

The decree sets the following conditions for the new seremi:

  • Juan Manuel Taladriz Eguiluz, national identity card No. 10,293,903-4.
  • Position: Regional Ministerial Secretary of Energy for the Los Ríos Region.
  • Grade 4 of the EUS, in the staff of executives of exclusive trust of the Undersecretariat of Energy.
  • Validity: effective as of March 31, 2026.
  • Immediate assumption of duties from that date, for urgent reasons of good service, without waiting for the full processing of the decree.
  • Expenditure charged to subtitle 21, Personnel Expenses, of the current budget of the Undersecretariat of Energy.

The instrument was transcribed by Felipe Sebastián Navarro Cabrera, Acting Head of the Legal Division of the Undersecretariat of Energy, and bears the advanced electronic signature and time stamp provided for in Law No. 19,799.

Parallel designations in other regions

The publication of this decree adds to a series of appointments of regional ministerial secretaries of Energy processed following the same mass resignation of March 2026. On September 24, 2026, the Official Gazette (No. 44,557) reported equivalent appointments for the regions of Antofagasta, Atacama, Biobío, Arica and Parinacota, and Ñuble, all effective from March 31, 2026, and under the same formula of a shortlist and exclusive trust.

In the same edition of September 30, decree No. 6A of the Ministry of Energy (CVE 2876710) was published, appointing Juan Ignacio Boudon Huberman as the seremi of Energy for Tarapacá, accompanied by an official letter from the Comptroller General of the Republic (No. OF173583/2026, dated September 10, 2026) which processes the decree with scope, as a health certificate issued by a private provider was submitted instead of an institutional one.

Regional Impact

With this decree, the Los Ríos Region recovers the leadership of its Regional Ministerial Secretariat of Energy after nearly seven months of vacancy, in a territory with hydroelectric, transmission, and distributed generation projects under processing. The new seremi assumes the role of representative of the Ministry of Energy before the Regional Government and as a direct collaborator of the Presidential Delegation, with influence on environmental evaluation and the coordination of regional energy policy.
