The Department of Justice has allocated 36 spots for the 2027 judicial career oppositions

The Department of Justice and Human Rights of the Basque Government has called for 36 scholarships to prepare for the 2027 competitive examinations for the Judicial and Prosecutorial Career and the Lawyers of the Administration of Justice. Councilor María Jesús Carmen San José López signed the Order of August 28 to approve the regulatory bases and issue the call, and the text was published in issue number 179 of the BOPV official gazette on September 18, 2026, with reference 2026/3939. The application period is one month, starting from the day following its publication.

Within a strategic plan line

The grants are located in line 1.1.1 of the Strategic Grant Plan of the Department of Justice and Human Rights for the 2025-2028 period, concerning aid for people with a law degree to prepare for access to the judicial, prosecutorial, and lawyer careers. This plan was approved by the Order of February 5, 2025, and updated on February 10, 2026, to adapt to the 2026 budgets.

The purpose of the call is to remove economic barriers to access for candidates and to attract talent to legal professions, taking into account income levels and the principles of equality, merit, and ability contained in the constitution. The bases comply with Law 20/2023, of December 21, and Law 38/2003, of November 17, regarding grant regulations.

36 scholarships and 264,000 euros

• The call offers 36 scholarships, two of which are reserved for people with a disability of 33% or more; if they remain unused, they will be transferred to the general pool.
• The amount of each scholarship is 7,332 euros per year, that is, 611 euros per month, paid in the first fortnight of the month.
• The total funding for the call is 264,000 euros, charged to an item in the 2027 General Budgets of the Basque Country.
• The scholarships will last from January 1 to December 31, 2027, and may be received for a maximum of three years, consecutively or intermittently; with exceptions, a fourth year is also possible.

Who it is addressed to and what conditions

Applicants must have a law degree or license, and must have been registered and actually living in the Basque Autonomous Community for at least five of the last seven years. The general income limit is 75,000 euros per year per family unit, but for applicants who prove economic independence, the limit is 20,000 euros.

Another condition is that the preparation for the examination must be carried out under the direction of a specialized center or a trainer from the Judicial, Prosecutorial, or Lawyers’ Corps. Furthermore, the applicant cannot have been a beneficiary of a similar scholarship for three consecutive or intermittent years, unless an exception is applied.

How applications will be evaluated

The evaluation committee will consider these four criteria:

• Economic situation: up to 45 points, based on family income and resident income.
• Academic record: up to 35 points, based on the average grade.
• Knowledge of Basque: up to 15 points, with B1, B2, and C1 levels.
• Being a beneficiary in previous calls: up to 5 points.

The head of the committee will be M.ª Dolores Movilla Rivas, Director of Administrative Justice, and other members will be Sara Mallen Basterra, M.ª Carmen Adán del Río, José María Bastos Marzal, Blanca Rosa Barbero Blanco, José Ramón Intxaurbe Vitorica, and Alberto Emparanza Sobejano; the secretary will be M.ª Belen Beltran Cano. The resolution must be notified within a maximum of six months, and after this period, administrative silence constitutes a rejection of the request.

Incompatibilities and justification

The scholarship is incompatible with any other aid or grant with a similar purpose, as well as with any work or professional activity exceeding 20 hours or a half-time working week. Beneficiaries must justify their activity every three months with a report, a certificate from the provider, and expense invoices.

Training may be interrupted for a maximum of six months for verified reasons of force majeure, and no payment will be made during that period. The orders exhaust the administrative route: an appeal for reconsideration may be filed within one month, or a contentious-administrative appeal against the administration within two months.

The call opens a way for law graduates to economically support their preparation for the 2027 oppositions, and, at the same time, seeks to promote generational renewal in Administrative Justice and the judicial and prosecutorial careers. The 36 scholarships and the budget of 264,000 euros show that the Department considers it a priority to reduce economic obstacles and direct Basque talent toward legal professions.
