The Councilor for Justice and Human Rights, María Jesús Carmen San José López, has signed the Order of October 6, 2026, which definitively resolves the special competition for singularized positions created by the establishment of judicial offices in the judicial district of Vitoria-Gasteiz. The resolution was published in issue number 202 of the Boletín Oficial del País Vasco on October 22, 2026, with official reference 2026/4422. The Order includes the adjudication of 39 positions among three bodies of the Administrative Justice.

The competition was called by the Order of June 26, 2026, which simultaneously established the new judicial offices: the judicial office of the Court of First Instance, the Main Civil Registry Office, and the municipal Justice Offices and their associations. The procedure was processed according to Title VIII of Book VI of Organic Law 19/2003 of December 23 and Article 43 and following of Royal Decree 1451/2005 of December 7. The call included three bodies: Procedural and Administrative Management, Procedural and Administrative Processing, and Justice Assistant.

Results for the Management and Processing bodies

In the Procedural and Administrative Management body, 16 positions were adjudicated, and three requests were not adjudicated because another applicant had a better right. The highest score was achieved by Ana Isabel Fernández De Olano Puelles, with 98 points, in the SCT TI Social position. Following her is Blanca Virginia Hermosilla Artola, with 83 points, as the person in charge of SCT TI Civil, and Elma Pozuelo González, with 78 points.

In the Procedural and Administrative Processing body, another 16 positions were adjudicated. In this case, the highest score belongs to Luis Fernando Sánchez Álvarez, with 103 points, in the SCT TI Civil position, followed by Igone Pedrosa Garay, with 102 points, in the Civil Registry section, and Mª Del Pilar Estévez Gamboa, with 93 points, in the SCT TI Social position. Two applicants, Lorena Álvarez Vetoret and Nagore Tobillas Amestoy, remained without a definitive destination in that body at the time the resolution was issued, and the request of Ana Rodrigo Ruiz was not adjudicated.

Justice Assistant body and Iruña de Oca

In the Justice Assistant body, seven positions were adjudicated: six in the municipality of Vitoria-Gasteiz and one in the municipality of Iruña de Oca. Those of Vitoria-Gasteiz are:

  • Ana Isabel Andraca Bilbao, SCG SCACE (103 points)
  • Mª Elvira Bartolome Casero, SCG SCACE (68 points)
  • Nerea Eguren Zornoza, Civil Registry (60 points)
  • Roberto Rodríguez Esteban, SCG SCACE (99 points)
  • Valentín Serrano Mayo, SCG SCACE (103 points)
  • Luis Mª Villena Leguina, SCG SCACE (111 points)

Jose Alberto Fernández Gómez has obtained the OJM position in Iruña de Oca, with 76 points. The highest score in this body is that of Luis Mª Villena Leguina, with 111 points, and the order notes that in cases of equal scores, the position was awarded based on the greatest seniority.

Irrevocability of destinations and appeal periods

The fourth article of the order clarifies that the awarded destinations are irrevocable, and the Directorate of Justice Administration will notify the Ministry of Justice of the award. The date for taking possession will be determined by a resolution of the Director of Justice Administration, and four unawarded positions have been declared vacant. A resource for reversal may be filed against the resolution within one month, before the counselor, or an administrative contentious-appeal within two months, in the Administrative Contentious Section of the Court of First Instance of Vitoria-Gasteiz. The order will enter into force the day following its publication in the Official Gazette of the Basque Country and the Official State Gazette.

This award fixes the organization of the judicial district of Gasteiz and directs the professional career of the Justice Administration officials, coinciding with the implementation of new judicial offices. The resolution for taking possession is pending in the short term, which will specify when 39 officials will take up their new destinations.
