Justice extends Frunzi's appointment to the CIPDH

The Undersecretariat of Administrative Management of the Ministry of Justice extended, through Provision 402/2026 (identifier DI-2026-402-APN-SSGA#MJ), the temporary appointment of Master Marina Laura Frunzi (D.N.I. No. 33.498.047) as Coordinator of Legal Affairs of the International Center for the Promotion of Human Rights (CIPDH). The regulation was published in the Official Gazette of the Argentine Republic on September 10, 2026, and bears the signature of Undersecretary Patricio Quinto José Gilligan.

The extension is effective as of August 27, 2026, and extends for a period of one hundred and eighty (180) business days counted from the issuance of the provision, under the same conditions as the original appointment. The position corresponds to Level B - Grade 0, with the payment of the Executive Function Supplement Level IV, in accordance with the Sectoral Collective Bargaining Agreement of the National Public Employment System (SINEP) approved by Decree No. 2098/2008.

Regulatory framework and background

The CIPDH was created by Law No. 26.708 as a decentralized entity operating under the orbit of the then Secretariat of Human Rights of the former Ministry of Justice and Human Rights. Its first and second-level operational organizational structure was approved by Administrative Decision No. 831/2019, and the first level was modified by Decree No. 496/2025.

Frunzi’s original appointment was made through Provision No. 461/2025 of the Undersecretariat of Administrative Management. The extension was processed via File No. EX-2026-78513469-APN-CIPDH#MJ, within the framework of the powers delegated by Resolution No. 18/2025 of the Ministry of Justice, in line with Decree No. 958/2024 and the restrictions of Decree No. 934/2025.

Reasons for the extension

The regulation justifies the measure for operational reasons, as the selection process for the permanent filling of the position could not be processed. Therefore, Article 2 of the provision establishes that the position must be filled according to the current SINEP requirements and selection systems within the period of 180 business days.

The expenditure required for the fulfillment of the measure will be charged to the specific budget lines of Jurisdiction 40 - Ministry of Justice, Entity 206 - CIPDH, and does not constitute an allocation of any extraordinary resource. The Technical Administrative Directorate of the organization reported the existence of budgetary credits to cover the measure.
