Justice formalizes the Valladolid City of Justice for 39.9 million

The State Secretariat for Justice has formalized the construction contract for the new City of Justice in Valladolid for an amount of 39,975,995.89 euros, awarded to Gestión y Ejecución de Obra Civil S.A.U. The decision is detailed in the formalization announcement published by the Official State Gazette on Thursday, October 22, 2026, within Section V-A of Public Sector Procurement, with official reference BOE-B-2026-34305 and file AOB/2026/078.

The announcement was issued by the Ministry of the Presidency, Justice and Relations with the Courts and signed in Madrid on October 19, 2026, by the Secretary of State for Justice, Manuel Olmedo Palacios. The contracting authority is the State Secretariat for Justice, with NIF S2813610I and headquarters at calle San Bernardo 21 in Madrid, acting as the state authority for general public services. The formalization announcement was sent to the Official Journal of the European Union on that same day, October 19, 2026.

A project that started in 2025

The construction comes after the building’s design was finalized the previous year. The service for project drafting and construction management was awarded on April 23, 2025, to estudio González arquitectos SLP, based in Valladolid, for 1,337,683.87 euros and file ASE/2024/168, after receiving 15 bids, all from SMEs.

The construction tender was called in two rounds. The first, with file AOB/2026/031, was published on March 25, 2026, with an estimated value of 42,070,605.02 euros and a bid submission deadline of April 21, 2026. The second, under file AOB/2026/078, appeared on June 18, 2026, with an estimated value of 49,980,407.45 euros and a deadline of July 20, 2026; its tender notice had been sent to the OJEU on June 12 and was published in the European journal on June 15, 2026 (ID 406795-2026).

Three bids and one SME awardee

The procedure was open and three companies competed, all three classified as SMEs. The amounts handled were as follows:

• Selected bid: 39,975,995.89 euros.
• Highest cost bid: 40,284,208.40 euros.
• Lowest cost bid: 39,930,180.52 euros.

The awardee, Gestión y Ejecución de Obra Civil S.A.U., has NIF A83283861, is located at calle Gobelas 11, 28023 Madrid, and is also classified as an SME. The award date recorded in the announcement is September 9, 2026.

Evaluation criteria and conditions

The award was resolved based on three weighted criteria: price accounted for 45%, value judgments 35%, and other automatic criteria 20%. The contract is classified under CPV code 45213150 (construction work for office buildings) and the main location of the works corresponds to the province of Valladolid (ES418).

The announcement reminds that the competent body for appeal procedures is the Central Administrative Tribunal for Contractual Appeals, located at avenida General Perón 38 in Madrid, and that the deadline for appealing is that provided by law. The execution conditions set in the tender included environmental criteria—electronic documentation and recycled paper—and a social obligation: to certify that at least 20% of the workers assigned to the contract have an indefinite employment relationship.

The formalization closes the administrative phase of one of the largest judicial investments underway and clears the execution schedule for the construction sector in Castilla y León. The awarded amount is below the estimated value of the tender and very close to the lowest bid submitted, a narrow margin that anticipates tight competition in the execution of the contract.
