Justice opens public hearing for its 2026-2028 subsidy plan

The Department of Justice, Transparency and Participation has opened the public hearing process for its Strategic Grant Plan for the 2026-2028 period, which will guide aid to associations and third-sector entities over the next three years. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10437, dated August 26, 2026, and sets a deadline of ten calendar days to submit contributions.

The opening of the process is carried out in accordance with articles 14 and 16 of Law 4/2023, of April 13, of the Generalitat, on citizen participation and the promotion of associations in the Valencian Community, once the text of the plan has been drafted. The document, signed in València on August 19, 2026, by the undersecretary Carmen Jofre Garrigues, is included in the announcements section of the bulletin, under the other matters section.

How to participate in the hearing

The plan can be consulted on the Generalitat’s participation portal at https://gvaparticipa.gva.es, under the section “Regulatory drafting/Public hearing.” Contributions, suggestions, or observations should preferably be channeled through this same electronic means.

  • Deadline: ten calendar days, counted from the day following the publication of the announcement in the DOGV.

Scope of the plan

The 2026-2028 Strategic Grant Plan defines the lines of aid that the department plans to call for during the three-year period, aimed at associations and third-sector entities operating in the fields of justice, transparency, and citizen participation. The public consultation allows interested organizations and the general public to submit observations before the final approval of the document.

The process is supported by regional citizen participation regulations, which require grant planning instruments to be submitted for public information before their approval, thus guaranteeing the transparency of the process.
