Justice appoints four deputy directors of the interior of Catalan prisons by free appointment

The Department of Justice and Democratic Quality has resolved the provision call JUS/014/26 and has appointed four deputy directors of interior for four Catalan penitentiary centers. This is done through Resolution JUS/3886/2026, of October 28, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9784, of October 30, 2026, with the reference CVE-DOGC-A-26301035-2026. The positions are assigned via the free appointment system and depend on the General Directorate of Penitentiary Affairs.

A process open in August

The call was activated with Resolution JUS/3016/2026, of August 18, published in DOGC no. 9743, of September 2, 2026, which noted that four command positions of the General Directorate of Penitentiary Affairs were vacant. The appointment resolution certifies that the specifications and requirements demanded in that call have been met.

The regulatory framework consists of Legislative Decree 1/1997, of October 31, on public service in Catalonia, and Decree 123/1997, of May 13, general regulation for the provision of job positions. Before the appointments, the reports provided for by the general director of Penitentiary Affairs were issued. The resolution is signed by Maite Casado Cadarso, secretary general, by delegation of Resolution JUS/1041/2021.

The four appointments

The awarded positions are as follows:

• Míriam Solé Garriga, deputy director of interior for women at the Brians 1 Penitentiary Center, in Sant Esteve Sesrovires.
• José Antonio Peris Peñarroya, deputy director of interior at the Brians 2 Penitentiary Center, also in Sant Esteve Sesrovires.
• Pedro Moreno Porras, deputy director of interior at the Quatre Camins Penitentiary Center, in la Roca del Vallès.
• Sergio Calvo Jiménez, deputy director of interior at the Mas d’Enric Penitentiary Center, in el Catllar.

The four positions are command roles, with special working days and hours and assignment to the functional area of penal execution. Three of the positions are level 26, with a specific supplement of 42,176.04 euros; the one at Mas d’Enric is level 24, with 39,062.76 euros.

Functions and weight within the center

The functional content of these positions, detailed in the call, includes directing, coordinating, and supervising actions to guarantee the interior security of the establishment and orderly coexistence. Tasks include:

• Directing the areas of identification of inmates, access control, and center communications.
• Establishing, implementing, and reviewing security protocols.
• Deciding on the interior separation of inmates according to the background and circumstances of each case.
• Participating in the disciplinary commission and the center’s management council.
• Performing the incident shift every day of the year, assuming the powers of the director when necessary.

The functional reference standard is Decree 329/2006, of September 5, which approves the Regulation on the organization and operation of penal execution services in Catalonia.

Dismissal at Lledoners

The same DOGC contains Resolution JUS/3905/2026, of October 28, which formalizes the dismissal of Miguel Marrufo Calvillo as Deputy Director of Interior of the Lledoners Penitentiary Center, effective October 22, 2026. He had been appointed by Resolution JUS/2088/2024, of June 7.

The appointment resolution is final in the administrative route. Interested parties may file an appeal for reversal within one month or a contentious-administrative appeal within two months, counting from the day after publication in the DOGC.

Deputy directors of interior are the key piece supporting the internal regime of penitentiary centers: security, discipline, access, and coexistence. With these four appointments, Justice completes the intermediate leadership of four of the establishments with the highest inmate population in Catalonia, including the women’s module of Brians 1, and closes the substitution opened after the dismissal at Lledoners.
