Juntas electorales publican las candidaturas al Congreso y al Senado

The Provincial Electoral Boards have published in the Official State Gazette the candidacies submitted for the elections to the Congress of Deputies and the Senate called by Royal Decree 806/2026, of October 5. The complete list, including the principals and alternates of each list, appears in issue number 267 of the gazette, dated October 28, 2026, under the official reference BOE-A-2026-22607. The certifications were signed by the secretaries of each board on October 27, 2026.

The insertion is ordered “in accordance with the provisions of article 47.1, in relation to 169.4 of Organic Law 5/1985, of June 19, on the General Electoral Regime.” Each board certifies that the candidacies submitted within its territorial scope “are those listed below,” with the “specification of the candidates included in each of them.”

These are, therefore, the candidacies submitted and not those proclaimed: the publication occurs after the electoral call and before the definitive proclamation of candidacies. The call was established by Royal Decree 806/2026, for the dissolution of the Congress and the Senate and the calling of elections, published on October 6 (BOE-A-2026-20742), which set the elections for November 29, 2026.

Coverage: from Albacete to Melilla

The document in Section III. Other provisions occupies pages 144124 to 144354 of the gazette and gathers the certifications of the 52 provincial boards, corresponding to the 50 provinces and the autonomous cities of Ceuta and Melilla. Each constituency begins with the Congress and continues with the Senate.

  • Albacete: 9 candidacies for the Congress and 5 for the Senate; certified by secretary Alejandro Manuel López Montes.
  • Alicante: lists of up to twelve principals with their alternates; certified by Esther Serrano Reddaway.
  • Ceuta: 6 candidacies for the Congress and 4 for the Senate; certified by Mario Higueras Durán.
  • Melilla: 6 candidacies for the Congress and 4 for the Senate; certified by Raquel Alonso Chamorro.
  • Small provinces: lists of a single principal per party, with their corresponding alternates.

Political forces and coalitions

The roster of formations is extensive and is repeated, with territorial variations, in most constituencies. Among the acronyms appearing in the document are the Spanish Socialist Workers’ Party (PSOE), the People’s Party (PP), VOX, Podemos, Se Acabó la Fiesta (SALF), the Animalist Party with the Environment (PACMA), Worker’s Front (FO), Spanish Falange of the JONS, Blank Seats to leave seats empty, the Communist Party of the Workers of Spain (PCTE), For a Fairer World, Autonomous Party, and Broad Front.

Coalition candidacies abound in the Senate, with names such as Senado de Progreso [SDP (PSOE, IU, MS, MM, Compromís, CHA, Batzares)] and Chunta Aragonesista-Frente Amplio Aragón (CHA-IU-MS-Frente Amplio), which identify the party of each candidate in parentheses. In Melilla, Escaños en Blanco is also contesting both the Congress and the Senate.

Proper names in the running

The certified lists begin with the lead candidates for each province. As an example, in Albacete, Amparo Torres Valencoso leads the PSOE for Congress, while the PP places Francisco Navarro Cebrián at the front; in Alicante, the PSOE opens with Antonio Alfonso Francés Pérez; in Ceuta, the PP presents Rafael Martínez Peñalver Mateos, and in Melilla, the PSOE presents Riduan Moh Abdelkader. Each candidacy details the full order of titular members and, where applicable, the substitutes with their numbering.

The detail also includes particularities such as candidacies with a single titular member in provinces with reduced constituencies and the indication of the independent status of some members, marked with the mention “(Independiente)” next to the name.

Why it matters

This publication is the official reference for voters, parties, media, and administrations during the campaign: it establishes who is running, in what order, and with which substitutes in each of the 52 districts. Any inquiry regarding the composition of the ballots for November 29 must be cross-referenced with this certification from the Boletín Oficial del Estado, which replaces the provisional lists of each board for informational purposes.
