Board begins expropriation of properties for Cedrela 1 solar park

The Regional Government publishes the expropriation notice in the official gazette

The Provincial Delegation of Sustainable Development of Ciudad Real has disseminated through the Official Gazette of Castilla-La Mancha the notice for the drawing up of minutes prior to the occupation of plots affected by the project for the photovoltaic solar installation called Cedrela 1, auxiliary and evacuation infrastructure. The notification, dated 11 August 2026 and signed by the Provincial Delegate Agustín Espinosa Romero, was published on 18 August in section III of the regional gazette.

The publication is made under Article 44 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, which authorises notification by official gazette when the address of the interested parties is unknown or personal notification has been unsuccessful. This is the first formal step of the expropriation file, identified by reference 13270209244, which affects multiple registered owners in the municipalities of Puertollano and Almodóvar del Campo, in the mining region of Ciudad Real.

Affected owners may consult the full file at the Industry and Energy Service of the Provincial Delegation of Sustainable Development in Ciudad Real, at Alarcos, 21, 1st floor, from Monday to Friday, 9:00 a.m. to 2:00 p.m.

Affected plots in Almodóvar del Campo

The document identifies at least 21 plots in the municipality of Almodóvar del Campo, distributed among polygons 45, 46, 47, 53, 57, 61, 62 and 63. Each plot has an individual appointment for the drawing up of the minutes, with times ranging from 9:00 a.m. to 1:15 p.m.

Among the registered owners identified in the document:

  • Heirs of Ramón Burgos García Minguillán, plot 115 of polygon 46, minutes on 3 September at 10:15.
  • Victoria Garcia de la Santa Guarnizo, plot 570 of polygon 61, minutes on 3 September at 11:45.
  • Heirs of Santiago Molina Sánchez, plot 73 of polygon 53, minutes on 3 September at 12:30.
  • Heirs of José Ramón Acero del Burgo, together with three other owners, plot 8 of polygon 62, minutes on 4 September at 10:00.
  • A plot in polygon 61 appears registered as “Under investigation”, with no identified registered owner.

The order numbers of the plots reach at least 225, indicating that the full list includes numerous additional plots, including those located in Puertollano, a municipality expressly mentioned in the header of the notification.

Schedule of the minutes prior to occupation

The administration has distributed the proceedings over four working days:

  • September 1: at least eight plots, between 11:45 a.m. and 1:15 p.m.
  • September 2: at least four plots, between 9:00 a.m. and 1:00 p.m.
  • September 3: at least seven plots, between 10:15 a.m. and 1:00 p.m.
  • September 4: at least four plots, between 10:00 a.m. and 12:00 p.m.

Each owner will receive individual notice of the exact day and time on which the record corresponding to their property will be drawn up.

A project at the heart of the mining region

The Cedrela 1 project involves the installation of a photovoltaic solar power plant together with its auxiliary and evacuation infrastructure in the region of Puertollano, a territory in the midst of an energy transition after decades of coal extraction activity. The compulsory expropriation of the plots is an administrative procedure necessary to materialize the project, which is part of the strategy of the Junta de Comunidades de Castilla-La Mancha for the deployment of renewable energies in the region.

The publication of this notice in the DOCM guarantees the right of defense of owners whose addresses are unknown or whose personal notification was unsuccessful, formalizing their knowledge of the procedure before the effective occupation of the land scheduled for the first week of September.
