Juan Guasp Cañellas, new chief of the local police of Consell

The City Council of Consell has appointed Juan Guasp Cañellas as head of the local police force on a permanent basis and through the system of free appointment, by means of Mayoral Decree no. 364, dated August 14, 2026. The resolution, which will take effect from September 1, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 103, dated August 18, 2026, in Section II, pages 44954 and 44955.

The appointment takes place within the framework of the call for applications approved by the Local Governing Board in the session of July 14, 2026, and published in the BOIB no. 90, dated July 18, 2026. The regulatory bases had been previously submitted to the Negotiation Table in the session of July 10, 2026.

A single applicant with 17 years of experience

Within the application period, a single applicant applied, Juan Guasp Cañellas, with DNI 78*****3V. By Mayoral Decree 354, dated August 7, 2026, the final list of admitted persons was approved, in which he appears as the only admitted applicant who meets all the requirements of the third base of the call.

According to the certificate of services rendered issued by the City Council of Inca, the new head proves a total experience of seventeen years, eight months, and fifteen days in the service of the local police, distributed as:

  • approximately nine years and nine months in the category of local police;
  • seven years and nine months in the category of local police officer, the latter being a command position.

To this experience is added the exercise of the functions of prefecture of the local police of Consell since September 1, 2024.

Training and suitability for the position

The documentation accredited in the file determines that Juan Guasp Cañellas possesses the necessary suitability for the exercise of the prefecture of the force. He holds the aptitude course for Local Police Officer, a high school diploma, and the level C certificate of knowledge of the Catalan language, which exceeds the B2 level required in the bases.

The trajectory, the experience in the officer category, and the accredited training, together with the current exercise of the prefecture, determine his suitability for the position.

The resolution is based on article 22 of Law 4/2013, of July 17, on the coordination of local police in the Balearic Islands, and on article 46 of Decree 40/2019, of May 24, which attribute the appointment of the head of the local police force to the mayor through the system of free appointment. Added to this is article 21.1, letters h) and i), of Law 7/1985, of April 2, regulating the bases of the local regime.

The appointment is definitive, without prejudice to the possibility of being discretionarily removed from the duties, in accordance with article 22.3.b) of Law 4/2013. The designated person must take office on September 1, 2026. The resolution will be notified to the interested person, to the City Council of Inca, and to the General Directorate competent in matters of local police coordination, and the Plenary will be informed. The resolution is signed by Andreu Isern Pol, first deputy mayor, by delegation through Mayoral Decree no. 2026-0346, of July 31, 2026.

Impact for the municipality

The appointment consolidates the leadership of the local police force of Consell with a commander with a long trajectory in the service of local security who had already been exercising the functions of prefecture since 2024. The definitive regularization of the position provides stability to the municipality’s police staff and guarantees continuity in the management of local security.
