Juan Domingo Macías takes over the Mayor's Office of La Línea during August

The City Council of La Línea de la Concepción has appointed the first deputy mayor, Juan Domingo Macías Pérez, as acting mayor during the mayor’s absence between August 15 and 30. The decision is detailed in a decree signed by Mayor José Juan Franco Rodríguez and published in the Official Gazette of the Province of Cádiz, number 160, dated August 20, 2026.

The decree, recorded in the Mayor’s Book of Decrees, is issued in compliance with articles 44 and 47 of the Regulation on the Organization, Operation, and Legal Regime of Local Entities (ROF). This handover ensures the continuity of municipal management during the summer period, while the mayor is absent from his duties.

A handover with full powers

According to the published text, Juan Domingo Macías Pérez will assume all functions, powers, and competencies inherent to the Mayor’s Office during the period from August 15 to August 30, inclusive. The appointment is made with full powers, meaning the deputy mayor may exercise all faculties inherent to the position without any limitation, including both ordinary and urgent matters that may arise during the second half of the month.

The designation is based on the City Council’s own structure of deputy mayoralties, which provides for the automatic substitution of the mayor in cases of absence or vacancy. In this way, the Corporation maintains its decision-making and representation capacity before the citizens and other administrations throughout the summer period.

Processing and publication

The decree, dated in La Línea de la Concepción on August 5, 2026, establishes a multi-step processing procedure:

• Notify the resolution to the first deputy mayor and communicate it to the various Municipal Areas and Services for their knowledge and appropriate effects.
• Order the publication of the resolution in the Official Gazette of the Province, in compliance with articles 44 and 47 of the ROF.
• Report the decree to the Plenary of the Corporation at the first ordinary session it holds, pursuant to article 42 of the ROF.
