Jerez appoints five career officials as middle management technicians

The Local Government Board of the City Council of Jerez de la Frontera has appointed five municipal employees as career civil servants in the position of Intermediate Management Technician, via internal promotion. The agreement was adopted in the ordinary session held on September 14, 2026, as urgent matter number 10 and outside the Agenda, and is published in the Official Gazette of the Province of Cádiz no. 193, of October 6, 2026, under announcement number 317,476.

An urgent agreement from the Local Government Board

The municipal governing body approved the proposal “Appointment of Career Civil Servants, in the position of Intermediate Management Technician, via internal promotion, of the Most Excellent City Council of Jerez de la Frontera” after examining the report from the Director of the Human Resources Service, the legal report signed by the Head of the Disciplinary Management and Legal Advice Unit, and the report from the Municipal Comptroller. The proposal was approved unanimously by the members present.

The announcement was signed on September 22, 2026, by Yessika Quintero Palma, delegate for Social Inclusion, Dependency, Seniors and Family, and Human Resources.

The five appointed individuals, with all the rights and duties inherent to the position, are:

• Ana Rosa Seto Herrera
• Raquel María Perdigones Díaz
• Concepción Cortes López
• María del Carmen Tejonero Quirós
• Manuela Sánchez Pajuelo

Assignment to five municipal services

The same agreement assigns the new civil servants to specific positions within the Council’s job registry, all identified with code TM002, group A/A2, and level 20:

• Ana Rosa Seto Herrera: Mayor’s Office-Presidency and Legal Cabinet Service.
• Raquel María Perdigones Díaz: Equality, Youth and Childhood Policies Service.
• Concepción Cortes López: Treasury Service.
• María del Carmen Tejonero Quirós: Special Plans and Grants Management Service.
• Manuela Sánchez Pajuelo: Social Action and Seniors Service.

Assumption of office within one month

The assumption of office as a career civil servant must take place within one month from the publication of the appointment in the Official Gazette of the Province of Cádiz, following an oath or promise in accordance with the legally established form in Royal Decree 707/1979, of April 5.

Against the agreement, which exhausts administrative remedies, the following may be filed:

• An optional appeal for reversal before the Local Government Board within one month, according to articles 123 and 124 of Law 39/2015, of October 1.
• A contentious-administrative appeal within two months, in accordance with article 46 of Law 29/1998, of July 13.

The publication consolidates internal promotion as a means of access to the management scale in the City Council of Jerez de la Frontera and reinforces the staff of sensitive services such as Treasury, Equality, and Social Action. In the same bulletin, other appointments via internal promotion approved in the same session on September 14 are announced, corresponding to the positions of Administrative Assistant (announcement 317.502) and Administrative Clerk (announcement 317.512).
