Jerez appoints García Porto as secretary of the Partido Popular municipal group

The City Council of Jerez de la Frontera has appointed Juan Manuel García Porto as temporary staff serving as secretary of the Municipal Group of the People’s Party (PP), under a partial dedication regime of 50% of the working day. The appointment was agreed upon by the Mayor’s Office via a resolution dated August 12, 2026, and is published in the Official Gazette of the Province of Cádiz, number 193, dated October 6, 2026, under reference No. 317.122.

The edict is issued following the dismissal of the group’s previous secretary, Silvia Rodríguez Robles, who had been appointed by a Mayoral resolution on August 31, 2023. According to the official text, the resignation of Silvia Rodríguez Robles was received by the Mayor’s Office on July 29, 2026, and her dismissal took effect on August 12, 2026, two days before the new secretary assumed the position. The resolution of the dismissal is published in the same issue of the provincial gazette.

The figure of temporary staff is provided for in Article 104.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and in Article 88 of the Municipal Organic Regulation of Jerez. The appointment is issued in execution of the agreement of the Local Government Board of August 14, 2023, modified on September 1, 2023, which determines the number and regime of the City Council’s temporary staff. These are positions of trust or special advisory roles, not permanent staff positions, and their appointment corresponds to the Mayor’s Office.

Conditions of the appointment

The edict, signed by Mayor María José García-Pelayo Jurado and the chief clerk Cecilia García González, specifies the characteristics of the position:

• Category: temporary staff of the City Council.
• Function: secretary of the Municipal Group of the People’s Party.
• Regime: part-time dedication.
• Effective dedication: 50% of the working day.
• Effective date of appointment: August 14, 2026.

The resolution is published “for general knowledge” in compliance with the provisions of Article 88 of the Municipal Organic Regulation and Article 104.3 of Law 7/1985, which require these appointments to be made public.

Parallel movements in the VOX group

The same issue of the provincial gazette records equivalent changes for the VOX Municipal Group:

• Dismissal of María Jesús Herencia Montaña as group secretary, effective July 30, 2026.
• Appointment of Jesús Carmona Caro as group secretary, effective August 3, 2026.

Both positions are also configured as temporary staff with partial dedication of 50% of the working day, and their resolutions are published using the same formula as that of the People’s Party group.

Publicity of the appointments

The publication of these appointments in the Official Gazette of the Province of Cádiz responds to the obligation to publicize the designations of special personnel, whose remunerations are paid from municipal budgets. The edict does not detail the economic amount associated with the position nor the specific amount of the partial dedication.

The designation of Juan Manuel García Porto shows how political groups with municipal representation have trusted personnel paid with public funds, a figure that the City Council of Jerez de la Frontera publishes in the official gazette so that citizens can know who occupies these positions and with what dedication.
