Jerez de los Caballeros creates a Technical Architect position in Urban Planning

The City Council of Jerez de los Caballeros has initially approved, in an ordinary plenary session held on August 3, 2026, the modification of the job description list (RPT) and of the staffing table, in order to reorganize the human resources of the Urban Planning Area. The measure, signed by the mayor, Raúl Gordillo Barroso, is published in Official Bulletin of the Province of Badajoz number 154, of August 13, 2026, through Announcement 3202/2026, and opens a period of fifteen business days for the submission of allegations.

The agreement, which directly affects the provision of municipal urban planning services, combines two operations: the elimination of the Draftsperson position, whose file number 22 of the RPT is removed, and the incorporation of a new Technical Architect post. The plenary justifies the change by the need to adapt the configuration of the position to the legal regime applicable to the exercise of functions reserved for civil servant staff.

The new Technical Architect post

The position created is incorporated into the staffing table with the following characteristics:

  • Name: Technical Architect.
  • Nature: career civil servant; subgroup A2.
  • Level of destination supplement: 22; specific supplement: 1,000 points.
  • Scale: General Administration; subscale: Technical.
  • Status: vacant; without budget allocation during fiscal year 2026.

According to Annex I of the agreement, the new file (code 021) for the Technical Architect position is assigned to the Urban Planning and Environment Area, with hierarchical dependence on the Architect and provision by competitive examination. Among the requirements are the Technical Architecture degree, the Degree in Building Engineering or equivalent, and the ordinary working day of 35 hours per week.

Reorganization without cost in 2026

The plenary expressly states that the creation of the position responds to the reorganization of the human resources of the Urban Planning Area, financed through the elimination of the Draftsperson position. The coverage does not entail expenditure during fiscal year 2026, since the position is not budgeted until the fiscal year in which its provision is agreed.

Allegations and public display

The agreement is subject to public information through an announcement in the Official Bulletin of the Province of Badajoz and on the notice board of the City Council, for a period of fifteen business days. During this period, interested parties may examine the file at the municipal offices or on the electronic headquarters of the Consistory, and submit such claims or allegations as they deem appropriate.

If no objections are submitted, the agreement shall be deemed definitively approved without the need for a new plenary agreement, proceeding to the full publication of the modification under the terms established by law.

The creation of the post strengthens the technical capacity of the City Council of Jerez de los Caballeros in urban planning matters —licenses, certificates, planning enforcement or management of municipal works— without increasing the personnel expenditure planned for 2026, and turns the reorganization into an opportunity for the future filling of the position through a competitive examination.
