Jerez approves the municipal plan against the risk of flooding

The Plenary of the City Council of Jerez de los Caballeros approved the Municipal Action Plan against the risk of flooding, the instrument that organizes the municipality’s response to flood and surge episodes. The agreement was adopted in an ordinary session held on May 27, 2026, and is made public in the Official Gazette of the Province of Badajoz No. 182, corresponding to Wednesday, September 23, 2026, via Announcement 3698/2026, within the Local Administration section.

The publication of the announcement closes the approval process and opens the implementation phase of the document. The Plan is framed within the regional civil protection planning system, regulated by Decree 32/2023, of April 5, which establishes the structure, minimum content, approval regime, maintenance, and implementation of these instruments in the Autonomous Community of Extremadura.

The three agreements of the Plenary

The operative part of the plenary agreement includes three decisions:

• To approve the Municipal Action Plan against the risk of flooding for Jerez de los Caballeros.
• To notify the approval to the General Secretariat for the Interior, Emergencies, and Civil Protection and proceed with the registration of the Plan in the Regional Registry of Civil Protection Plans through the corresponding procedure.
• To promote the implementation work of the Plan with the collaboration of the company Innocampo, SL.

The document was signed by the Mayor-President, Raúl Gordillo Barroso, and the announcement is disseminated “for general knowledge,” according to the official text.

Registration in the regional registry

The notification to the General Secretariat for the Interior, Emergencies, and Civil Protection is the preliminary step for registration in the Regional Registry of Civil Protection Plans. In accordance with Decree 32/2023, of April 5, approved municipal plans are integrated as an annex to the Territorial Civil Protection Plan of Extremadura (PLATERCAEX), so that local planning is linked to the regional emergency response.

The registry entry provides the Jerez de los Caballeros Plan with formal recognition within the civil protection system and allows for its coordinated activation with the resources of the Junta de Extremadura and the Provincial Council of Badajoz.

Public consultation of the document

The Municipal Action Plan against the risk of flooding is available for consultation by interested parties on the electronic headquarters of the City Council of Jerez de los Caballeros, at the address https://jerezdeloscaballeros.sedelectronica.es/transparency/6d6a19f8-84a4-4596-8982-94cabb0ce5ae/.

Publication in the provincial bulletin turns the agreement into an administrative act of general knowledge, with official reference Announcement 3698/2026 and bulletin number 182 as the procedure identifiers.

An extended procedure in the province

The approval of municipal plans against the risk of flooding has been repeated in recent weeks in the province of Badajoz. During the same period, the Official Bulletin of the Province of Badajoz has reported the approval of the plan for Villalba de los Barros (no. 171, September 7, 2026) and the initial approval of the one for Torremayor (no. 173, September 10, 2026), among other municipalities.

The relevance of the agreement for the residents of Jerez de los Caballeros lies in the fact that the Plan establishes in advance who directs the emergency, what resources are mobilized, and how the population is notified when a flood risk situation is declared. Its registration in the regional registry and its effective implementation ensure that the document ceases to be an approved text and begins to operate as an active security protocol for the municipality.
