Jelgava Municipality Council's basket regulations on grants for voluntary initiatives
Por FactBox Admin

On October 8, 2026, in the official gazette Latvijas Vēstnesis, No. 194 (OP 2026/194), in the official notices section “LOCAL GOVERNMENTS”, Jelgava Municipality Council Binding Regulations No. 14 were published, titled “Amendment to the Jelgava Municipality Binding Regulations No. 4 of February 25, 2026”. With this act, the Jelgava Municipality Council continues to revise the regulation of the municipality’s voluntary initiative grants, which is based on Binding Regulations No. 20 of December 28, 2023, “On the voluntary initiative grants of the Jelgava Municipality”. Publication in the official gazette is the means by which the municipality’s binding regulations are made known to the residents.
The regulation is currently based on several successive documents, all issued by the same municipality:
- Binding Regulations No. 20 of December 28, 2023, “On the voluntary initiative grants of the Jelgava Municipality” — the basic act;
- Binding Regulations No. 4 of February 25, 2026, “Amendments to the Jelgava Municipality Binding Regulations No. 20 of December 28, 2023” — the first layer of amendments;
- Binding Regulations No. 14 of October 8, 2026 — an amendment to Regulations No. 4 of February 25, 2026.
The issuing body in all cases is the Jelgava Municipality Council, and the source of publication is the official gazette of the Republic of Latvia, Latvijas Vēstnesis.
Two Amendment Paths in One Year
Simultaneously with the October publication, a second, parallel amendment path is visible in the corpus. On September 16, 2026, in Latvijas Vēstnesis, No. 178 (OP 2026/178), in the same section, Jelgava Municipality Council Binding Regulations No. 15 were published — “Amendments to the Jelgava Municipality Binding Regulations No. 20 of December 28, 2023 ‘On the voluntary initiative grants of the Jelgava Municipality’”.
This means that in 2026, the Jelgava Municipality Council has adopted at least two separate amendment documents, both relating to the same area of grants:
- the September Regulations No. 15 directly amend the 2023 basic Regulations No. 20;
- the October Regulations No. 14 amend the February 2026 amendment Regulations No. 4.
Both documents were published in separate issues of the official gazette, and each has its own publication reference — OP 2026/178 and OP 2026/194, respectively.
Content and Legal Significance of the Publication
The official notice indicates only the title of the act, its number, and the amended document. The publication identifies Jelgava Municipality Council Binding Regulations No. 14 as an act that amends the Jelgava Municipality Binding Regulations No. 4 of February 25, 2026, which in turn amended Regulations No. 20 of December 28, 2023.
Such a three-level reference chain is legally essential: to determine the current procedure for granting benefits, the basic regulations No. 20 must be read together with the February 2026 amendments No. 4 and now also with the October amendments No. 14. The reference to the specific publication is OP 2026/194, October 8, 2026, No. 194.
What this means for residents
Voluntary initiative benefits are support voluntarily determined by the municipality, which is not part of the state’s mandatory social benefits. Therefore, every amendment directly affects the type of support that residents of Jelgava Municipality can receive and under what conditions.
Since amendments were made in 2026 in two separate documents — in September (regulations No. 15) and in October (regulations No. 14) —, it is important for residents and municipal institutions reviewing benefit applications to check the current version rather than relying on previously published text. Publication in Latvijas Vēstnesis is the official reference point by which the applicable version of the regulations is determined.
