Javier Álvarez Pozo will lead Transport Planning and Statistics

The Vice-Ministry of the Ministry of Public Works and Mobility has resolved to award Javier Álvarez Pozo the position of Planning and Statistics Service of the General Directorate of Transport Infrastructure, based in Seville. The appointment, adopted by resolution on August 11, 2026, is published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 166, dated August 27, 2026, page 11259.

The position is filled through the free designation procedure, following a public call resolved in favor of Álvarez Pozo as the candidate who best fits the required profile due to his experience, technical suitability, and training related to the tools and procedures developed in the aforementioned management center.

Regulatory Framework

The award is based on Article 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, and Articles 78 to 83 of Decree 51/2025, of February 24, which regulates the planning and organization of public employment and the provision of job positions within the General Administration of the Regional Government of Andalusia.

The position was announced by Resolution of May 28, 2026 (BOJA no. 107, of June 5), and the Vice-Ministry acts by virtue of the competence delegated by the Order of November 10, 2021 (BOJA no. 219, of November 15). The resolution is signed by the Vice-Minister, Eduardo Daniel Gutiérrez García.

Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month of its publication, or a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court within two months of its notification.

The incorporation of Álvarez Pozo at the head of planning and statistics places a technical profile in a strategic area for Andalusian mobility, responsible for the data and studies that support decisions on transport infrastructure in the community.
