Jalisco signs federal agreement of 3.9 million pesos for AVGM actions

The Government of Mexico, through the Secretariat for Women, and the Government of the State of Jalisco signed a Coordination and Accession Agreement granting a subsidy of 3,981,780.38 pesos for the project MUJERES/AVGM/JAL/2026, aimed at Component B of “Actions of Collaboration derived from the Declarations of Gender Violence Alert against Women”. The instrument, signed on March 25, 2026 in Mexico City, was published in the Official Gazette of the Federation (DOF) this Friday, August 14, 2026, with the official reference MUJERES/CCA/AVGM/JAL/11/2026.

The agreement is part of the Program for the Prevention and Detection of Femicidal Violence and Addressing its Causes, funded under the Federal Expenditure Budget 2026 (PEF 2026), which allocates 856,782,185 pesos to this program. The subsidy request was submitted on February 5, 2026 and approved by the Evaluation Committee at its First Extraordinary Session through Agreement CEPMUJERES/1SE/009/27022026, notified to the implementing entity with official letter MUJERES/SDVLV/DGPAVLV/032-9/2026, dated March 20, 2026. Jalisco has maintained the gender alert declaration active since November 2018.

Who signs the agreement

For the Federal Government, the Undersecretary for the Right to a Life Free from Violence, Ingrid Aurora Gómez Saracíbar, appointed by the Secretary for Women, Minerva Citlalli Hernández Mora, signs. For Jalisco, the Constitutional Governor Jesús Pablo Lemus Navarro signs, assisted by the General Secretary of Government, Salvador Zamora Zamora; the Secretary of Public Finance and head of the receiving entity, Luis García Sotelo, and the Secretary of Substantive Equality between Women and Men and head of the implementing entity, Fabiola Raquel Guadalupe Loya Hernández.

A plan with 21 professionals in four pillars

The technical annex concentrates expenditure on hiring 21 professionals between June and December 2026 to address four pillars of the declaration:

• Attention: home visits and comprehensive care for daughters and sons of femicide victims, with profiles in law, psychology, and social work.
• Prevention: 18 training sessions for health personnel on legal and voluntary interruption of pregnancy and NOM-046.
• Security: 16 training sessions for municipal police stations on identification and attention of cases with femicide risk.
• Justice: review of 500 investigation case files in backlog at the Specialized Deputy Prosecutor’s Office, with lawyers specialized in gender and human rights.

The profiles to be hired include 13 people with a degree in law or related fields, five in psychology, two in medicine, and one in social work. The actions cover the 11 priority municipalities of the AVGM: Ameca, El Salto, Guadalajara, Lagos de Moreno, Mezquitic, Puerto Vallarta, San Pedro Tlaquepaque, Tonalá, Tlajomulco de Zúñiga, Zapopan, and Zapotlán el Grande.

Deadlines and accountability

The funds will be transferred to the state through the Ministry of Public Finance of Jalisco, into an interest-bearing account opened at Banco Nacional de México S.A. (CLABE 002320701687082017). The state must initiate the actions within a maximum period of 15 calendar days from the deposit, accrue the subsidy no later than December 31, 2026, and submit the closing record before January 15, 2027; unaccrued funds will be returned to the Treasury of the Federation (TESOFE). Auditing will be the responsibility of the Secretariat itself, the Secretariat of Finance and Public Credit, and the Superior Audit Office of the Federation.

The subsidy strengthens Jalisco’s capacity to address femicidal violence in a context in which, according to the technical annex, as of November 2025, 33 femicides had been recorded in the state and 483 violent deaths counted as femicide between 2015 and 2025. The hiring of legal professionals and the reduction of the case file backlog seek to guarantee access to justice and comprehensive care for victims, in compliance with the measures of the gender violence alert declaration.
