Jaime Urien has been appointed secretary of the Mankomunitatea Encartaciones

The Provincial Deputy for Public Administration and Institutional Relations of the Provincial Council of Bizkaia, Ager Izagirre Loroño, has signed Provincial Order 5138/2026, dated September 2, 2026, to provisionally appoint Jaime Urien Real de Asua to the secretariat of the Encartaciones Mancomunidad. The appointment was published in the Official Gazette of Bizkaia (Boletín Oficial de Bizkaia), issue 175, on September 14, 2026, in section I.

Background and resignation

The position was held provisionally by Itxaso Trigueros Rojo, via Provincial Order 7690/2024, dated December 20, 2024, which granted the temporary accumulation of the secretariat post. On September 2, 2026, a decree from the president of the Encartaciones Mancomunidad entered the Department (registration number: G88202602176410E), requesting the annulment of the accumulation authorization and the provisional appointment of Urien, with Trigueros’s resignation letter attached.

Career of the appointee

Urien was appointed as a civil servant of the national enabling career, in the sub-scale of secretariat-intervention, via Order TDF/821/2026, dated July 28, 2026 (BOE issue 190, August 5), and was corrected by Order TDF/843/2026 (BOE issue 193, August 8). According to article 22 of Royal Decree 128/2018, the first destination was assigned in the town of Cañamares, in a level 3 secretariat-grouping post.

Legal basis of the appointment

The appointment is based on article 49.3 of Royal Decree 128/2018, which allows for exceptional provisional appointments for civil servants with less than two years of service. The exception is justified because vacant positions in the Basque Autonomous Community were not offered as first destinations to the civil servants appointed by Order TDF/821/2026, and filling the secretariat post of the Encartaciones Mancomunidad is urgent.

All conditions have been met:

• Request from the president of the Encartaciones Mancomunidad.
• Consent of the civil servant.
• Consent of the Cañamares City Council.
• Favorable report from the autonomous community of Castile-La Mancha.

Effects and deadlines

Provincial Order 5138/2026 annuls Provincial Order 7690/2024, and Urien’s appointment takes effect from September 3, 2026, until the position is legally filled. The civil servant may be removed at any time, and in any case, when the position is filled through legal procedures or when the appointee obtains a permanent appointment. The corporation must submit the act of taking office within eight business days.

The appointment has institutional importance, as the secretariat post of the Encartaciones Mancomunidad is a fundamental position in local administration, and this provisional appointment ensures the continuity of the service until the position is permanently filled.
