Jafre approves the installation of shared self-consumption solar panels at the Town Hall
Por FactBox Admin

The Plenary of the Jafre City Council has initially approved the project for a shared self-consumption solar photovoltaic energy installation with surplus compensation on the roof of the council building, with a total budget of 30,439.51 euros including VAT. The agreement was adopted in the plenary session of September 15, 2026, and is published in the Official Gazette of the Province of Girona no. 187, of September 29, 2026, under the official reference CVE BOP-2026_0_187_8257 (p. 1-1). The announcement opens a public information period of 30 business days starting from the day after its publication.
The project is processed as an ordinary local work and was drafted by municipal commission, with the technical support of the Provincial Council of Girona. Its purpose is to provide the Jafre City Council building with a shared self-consumption photovoltaic installation, meaning a model that allows the generated energy to be distributed among several consumption points and the surpluses to be fed into the grid with compensation.
The processing is framed within article 235.2 of the Revised Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28, and article 37 of the Regulation of works, activities, and services of local entities, approved by Decree 179/1995, of June 13. The administrative file bears number X2025000301.
A budget of 30,439.51 euros
The cost of the installation is broken down as follows:
- Contract budget: 25,156.62 euros.
- VAT at 21%: 5,282.89 euros.
- Total budget, VAT included: 30,439.51 euros.
The drafting of the project was signed by Josep Rosell Gallart, Eloi Morral Moltó, and Roger Porta i Corón, representing the companies OICOS Estratègia Ambiental, SL and Solva Renovables SL. The coordination of the work was handled by Josep Pujol Fuster and Àlex Gamell, technicians from the Provincial Council of Girona.
Public information and consultation channels
During the public exhibition period, any interested person may examine the file and present any allegations or claims they deem appropriate. The documentation is accessible through two channels:
- In person, at the municipal offices at plaça Major, 1, Jafre, from Monday to Friday from 9:00 a.m. to 1:00 p.m., and the first Tuesday of each month from 4:00 p.m. to 7:00 p.m.
- Electronically, through the e-board of the Jafre City Council, at the address https://tauler.seu-e.cat/inici?idEns=1708520002.
The announcement is electronically signed by the mayor, Èlia Bantí i Alabau, dated September 17, 2026.
Processing and effects of the agreement
If no claim is submitted during the public information period, the initial approval agreement will automatically become final, without the need for a new corporate agreement. This mechanism is common in ordinary local works projects and allows the processing to be closed without a second plenary vote.
The same plenary session of September 15, 2026, initially approved another municipal action, the valued report to improve the accessibility and use of the Jafre cemetery, with a total budget of 56,952.33 euros including VAT, published in the Official Gazette of the Province of Girona no. 186, of September 28, 2026 (CVE BOP-2026_0_186_8256).
The photovoltaic installation places Jafre in line with municipalities that opt for shared self-consumption in public facilities, a formula that reduces the municipal electricity bill and takes advantage of the roof of an existing building. For residents and companies in the region’s energy sector, the process now opens for one month to review the project and, if applicable, submit allegations before the approval becomes final.
