Jaca revisa una veintena de ordenanzas fiscales con efectos desde enero de 2027

The Plenary Session of the Jaca City Council, in an ordinary session held on October 20, 2026, initially approved the modification of the fiscal ordinances regulating service provision fees and municipal taxes, effective as of January 1, 2027. The agreement is published in the Official Gazette of the Province of Huesca number 204, dated Friday, October 23, 2026, under the official reference BOPH-2026-204013, and affects all taxpayers in the locality.

The revision is based on Article 18 of the consolidated text of the Law regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires that agreements for the imposition and modification of fiscal ordinances be submitted for public information before their final approval. The administrative file is available for review by interested parties at the General Secretariat of the council.

Service fees: waste, sewerage, and cemetery

The bulk of the modification affects the fees for the provision of services or the performance of activities. Among the related ordinances are:

  • Fiscal Ordinance No. 1: fee for the issuance of administrative documents and the granting of enabling titles of an urban planning nature.
  • Fiscal Ordinance No. 2: fee for the use of plaques, patents, and other identifiers.
  • Fiscal Ordinance No. 3: fee for municipal action regarding prior or subsequent control of the opening of establishments.
  • Fiscal Ordinance No. 4: fee for the provision of emergency services.
  • Fiscal Ordinance No. 5: fee for the collection, transport, treatment, and disposal of domestic waste.
  • Fiscal Ordinance No. 6: fee for the provision of the sewerage service.
  • Fiscal Ordinance No. 7: fee for services in the municipal cemetery.

The list is completed with fees for teaching and the use of instruments at the Jaca Municipal Public School of Music and Dance, the Bus Station (No. 20), the public library (No. 22), the use of municipal equipment (No. 24), the municipal controlled landfill (No. 25), the urban bus (No. 26), the facilities of the Culture Area (No. 27), attendance at cultural shows (No. 28), the opening of test pits or trenches on public roads (No. 30), the installation of kiosks (No. 31), and the passage of vehicles or livestock across sidewalks and local public domain (No. 32).

ICIO, capital gains tax, and a review of the IBI with different effects

Regarding taxes, the plenary agreement includes the modification of Fiscal Ordinance No. 11, regulating the tax on constructions, installations, and works (ICIO), and Fiscal Ordinance No. 12, regulating the tax on the increase in value of urban land, known as the municipal capital gains tax (plusvalía municipal). Both will enter into force on January 1, 2027.

The same agreement incorporates the modification of Fiscal Ordinance number 9, regulating the Real Estate Tax (IBI), but with a different schedule: in this case, the effects will take place on the date of the final publication of the agreement in the corresponding official bulletin, and not on January 1, 2027.

Thirty business days to submit allegations

The file is subject to public information for a period of thirty business days starting from the day following the publication of the announcement in the Official Provincial Gazette (Boletín Oficial de la Provincia) and in one of the most widely circulated newspapers in the province. Those with a direct interest or who are affected may examine the file and submit any claims they deem appropriate.

If no claims are submitted within that period, the initial approval will be understood as final, and the full text of the modification will be published in the provincial bulletin and on the Corporation’s Notice Board, entering into force on January 1, 2027.

Public prices for the pool, in a separate announcement

On the same day, the Local Government Board initially approved, also effective January 1, 2027, the modification of Ordinance No. 4 regulating the public prices for the use of the swimming pool, spa, and fitness complex and for the activities developed therein. This agreement is published as an independent announcement, with reference BOPH-2026-204012, and the announcement appears signed in Jaca on October 21, 2026, by the mayor-president, Carlos Serrano Pérez.

The revision affects the receipts and settlements that residents and companies pay to the city council throughout 2027, from waste and sewage to building permits and capital gains tax, therefore the public exhibition period is the available means to discuss the amounts before they are finalized.
