Por FactBox Admin

The Jaca City Council has approved the appointment of Eduardo Isaías Martín Acín as a career civil servant in the local police force, after the candidate successfully completed the selection process convened through the inter-administrative mobility system. The decision is detailed in Mayoral Resolution No. 3485, dated October 28, 2026, and is published in the Official Gazette of the Province of Huesca No. 213, corresponding to Friday, November 6, 2026, on pages 42 and 43, with the official reference BOPH-2026-213028. The announcement is signed by the mayor, Carlos Serrano Pérez, dated November 3, 2026.
A career appointment in the Special Administration scale
The municipal resolution approves the appointment with a precise administrative classification: Special Administration Scale, Special Services Sub-scale, Local Police Class, Local Police Category. The announcement, identified by insertion number 4953 and file 1922244J, is published in the Local Administration section, City Councils subsection, under the Personnel heading, titled “Appointment as career civil servant for Local Police position.”
The incorporation takes place via inter-administrative mobility, a mechanism that allows career civil servants from other administrations to access positions within the municipal staff without going through an open access process. The filled position is part of the career civil servant staff of the Jaca City Council and is one of the vacancies included in the Council’s public employment offer.
A process that began in June and was resolved with a single candidate
The procedure dates back to the rules approved by Mayoral Resolution No. 2026-1982, dated June 17, 2026, published in the Official Gazette of the Province of Huesca No. 124 on July 2, 2026, and in the Official Gazette of Aragon No. 137 on July 17, 2026, with an extract of the call published in the Official State Gazette No. 178 on July 23, 2026.
On September 8, 2026, the provincial gazette published the approval of the provisional list of admitted and excluded candidates, the designation of the qualifying tribunal, and the summons for the candidates. The result of that procedure was unequivocal:
- Admitted: Eduardo Isaías Martín Acín, the sole candidate on the list.
- Excluded: none.
- First competitive examination test: October 8, 2026, at 10:00 AM, at the Jaca Conference Center, Avenida Juan XXIII, numbers 17-19.
- Deadline for appeals against the list and for the recusal of tribunal members: ten calendar days from the publication of the resolution.
The tribunal that evaluated the candidate
The selection body was composed of officers and personnel from the municipal force itself, with the following composition:
- César F. Ara Miranda, chief inspector of the Jaca Local Police, as titular president, with Alberto Fatas Dies as substitute.
- Juan José Palacín Iruela, officer assistant to the chief of the Local Police, as titular member, with Carlos Acín Gil as substitute.
- Esperanza Gaona Casabona as titular member and Ana Belén Giraldo Miguel as substitute.
- Borja Francés Gurrea as titular member and Antonio Joaquín Caballé Allué as substitute.
- Miriam C. Lapeña Abadía, treasurer, as titular secretary, and Laura Sarasa Aquilué, assistant auditor, as substitute.
Staff reinforcement and closure of a parallel process
The incorporation occurs within a context of renewal of the Jaca police force. In the same month of September, the Jaca City Council also published the provisional list of the process to fill two Local Police Officer positions through internal promotion, processed under Mayor’s Resolution no. 2847, dated September 3, 2026, with a test held on October 6 at the same Congress Center. That procedure expanded its positions from one to two through Mayor’s Resolution no. 1536, dated May 8, 2026, following the modification of the public employment offer approved by Resolution no. 1336, dated April 22, 2026.
With the appointment now published, the local police position called for through inter-administrative mobility is filled and the selection process is formally closed, once the appeals period has passed without claims and the provisional list has been automatically elevated to definitive.
