Jaca puts out to tender the operation of municipal vending machines

The Jaca City Council has opened a tender for the public domain concession for the installation, maintenance, and operation of beverage and solid food vending machines in public areas and municipal properties. The call was approved by the Local Government Board in an ordinary session held on August 26, 2026, and is published in the Official Gazette of the Province of Huesca number 163, dated Thursday, August 27, 2026, with reference BOPH-2026-163008.

The award will be processed through an open procedure and will be governed by the Particular Administrative Clauses Document (PCAP) and the Technical Specifications Document (PPT) approved along with the patrimonial file. The announcement, signed by Mayor Carlos Serrano Pérez, sets the economic and term conditions for companies interested in operating these automatic points of sale in municipal centers.

Concession Conditions

The concession, of a patrimonial nature, will have an initial duration of 3 years starting from the day following the formalization of the contract in an administrative document. The contract may be extended for 1 additional year, which is mandatory for the concessionaire provided that notice is given at least two months in advance, such that the total term, including the extension, reaches 4 years and is non-extendable.

• Operation fee: 7.00 euros per month and machine, to be paid to the City Council.
• Final guarantee: 1,000 euros to ensure the fulfillment of obligations.
• Location: exclusively the municipal centers specified in the PCAP and the PPT.

Regulatory Framework and Submission of Bids

The concession complies with the content of the PCAP and, for matters not provided for, the regulations on local regime and public administration assets apply, including Law 7/1985, of April 2, regulating the Bases of Local Regime; Law 33/2003, of November 3, on the Assets of Public Administrations; Law 7/1999, of April 9, on Local Administration of Aragon, and Decree 347/2002, of November 29, which approves the Regulation of Assets, Activities, Services, and Works of Local Entities of Aragon. Law 9/2017, of November 8, on Public Sector Contracts, applies subsidiarily.

Proposals, along with the required documentation, must be submitted within 30 calendar days starting from the day following the publication of the announcement in the Contractor Profile, exclusively electronically through the Bid Preparation and Submission Tool of the Public Sector Procurement Platform. The award criteria and the obligations of the concessionaire are those detailed in clauses 8 and [X] of the PCAP, respectively.
