Jaca summons property owners for expropriation for the Abay wastewater treatment plant.

The City Council of Jaca has summoned the owners of the land affected by the expropriation intended for the construction of the wastewater treatment plant (WWTP) of Abay to attend the drawing up of the records prior to occupation, which will be held on 26 August 2026 at 11:00 a.m. The summons, signed by the mayor Carlos Serrano Pérez on 7 August 2026, is published in the Official Bulletin of the Province of Huesca number 153, of 13 August 2026, with official reference BOPH-2026-153008, and arises from the declaration of urgent occupation agreed by the Government of Aragon on 22 July 2026.
The summons is framed within the administrative file 1781491T (year 2026), processed through Mayoral Resolution No. 2552/2026, of 6 August, in accordance with article 52 of the Law of 16 December 1954 on Compulsory Expropriation and the Regulations approved by Decree of 26 April 1957. The work forms part of the expropriation file for portions of plots for temporary and permanent occupations necessary for the execution of the Abay WWTP, in the municipal district of Jaca.
A project of 289,971.93 euros
The technical project for the works, drafted by David Sarasa Alcubierre, Civil Engineer, member number 23,952, has a total budget of 289,971.93 euros. The Plenary of the Corporation initially approved it on 21 April 2026, implicitly deeming the declaration of public utility of the works under article 94 of the Consolidated Text of Local Government and article 10 of the Law on Compulsory Expropriation, together with the initial list of assets and rights to be occupied and expropriated, including the subsequent right-of-way easement.
On 16 June 2026, the Plenary upheld the allegations submitted against the project and the list of affected assets, making final both the works project and the specific, individualised and valued list of assets to be occupied.
Chronology of the file
The procedure has followed this sequence:
- 21 April 2026: initial approval of the project and of the list of affected assets and rights.
- 16 June 2026: upholding of allegations and final approval of the project and of the list of assets.
- 22 July 2026: agreement of the Government of Aragon declaring the urgent occupation of the assets and rights to be expropriated.
- 6 August 2026: Mayoral Resolution No. 2552/2026 summoning the drawing up of records prior to occupation.
- 26 August 2026: act of drawing up the records prior to occupation, at 11:00 a.m.
How affected parties should appear
The act will take place at the City Council of Jaca, located at Calle Mayor No. 24 (22700, Huesca). The owners of the assets and rights being expropriated must:
- Appear in person or represented by a duly authorized person.
- Provide the documents proving their ownership.
- May be accompanied, at their own expense, by experts and a notary.
The publication is made for the general knowledge of interested parties, so that failure to appear will not suspend the processing of the expropriation file.
