Jaca opens the reform of the public rental housing ordinance for public consultation

Jaca abre a información pública la reforma de la ordenanza de vivienda pública en alquiler

The Jaca City Council has opened the public information period for the modification of the regulatory ordinance for the awarding of municipal public housing under rental agreements. The initial approval of the text was granted by the corporation’s Plenary, in an ordinary session held on September 22, 2026, and the announcement is published in the Official Gazette of the Province of Huesca (BOPH) number 210, dated November 3, 2026, with the official reference BOPH-2026-210008.

The regulation affects one of the most sensitive procedures of municipal housing policy: the one that determines how public housing owned by the Jaca City Council and intended for rent is assigned. The modification is not limited to an isolated technical adjustment, as it rethink the framework in which access to this municipal residential stock is resolved and, therefore, the position of those aspiring to one of these homes.

The announcement is inserted in the Local Administration section, City Councils subsection, of the provincial gazette, with announcement number 4832 and under the heading of Secretariat. The administrative file was signed in Jaca on October 29, 2026, by the mayor-president, Carlos Serrano Pérez.

A public exhibition process prior to final approval

The approval agreed upon by the Plenary is initial, not final. The council is now submitting the complete file for examination by residents and legitimate interested parties, who may present claims, objections, or observations against the proposed text.

The official announcement specifies that the file is made available to the public through the insertion of the announcement in the BOPH, on the Edicts Board, and on the Jaca City Council website, so that consultation is not limited to the corporation’s physical headquarters.

Thirty business days and consultation at the General Secretariat

The period for filing allegations is thirty business days, counted from the day following the publication of the announcement in the BOPH, that is, starting from November 4, 2026. Interested parties have the following channels and conditions:

  • Submission of claims, objections, or observations regarding the ordinance modification file.
  • In-person consultation of the file at the entity’s General Secretariat.
  • Office hours: Monday to Friday, from 09:00 to 14:30.
  • Dissemination of the announcement in the BOPH, the municipal Edicts Board, and the council’s website.

The written submission does not require a specific template according to the published text, which limits itself to establishing the object, the deadline, and the places of consultation.

What will happen if there are no allegations

The announcement establishes a relevant procedural consequence: if no claims are submitted within the specified period, the initial approval will be automatically upgraded to final, without the need for a new plenary agreement.

In that scenario, the Jaca City Council will proceed to publish the full text of the regulation in three formats: the Official Gazette of the Province of Huesca, the Corporation’s Notice Board, and the Transparency Portal. This full publication is what paves the way for the revised regulation to enter into force.

Until then, the literal content of the modification does not appear in the gazette announcement, which is limited to declaring the initial approval and opening the public information process; the text will only be known upon full publication once the procedure has concluded.

Municipal housing access, under review

The review of this ordinance comes in a context of sustained pressure on housing access in the municipality and directly affects the individuals and families applying for the public rental housing stock of the Jaca City Council. Any change in the allocation criteria directly impacts the order of priority and the expectations of those awaiting municipal housing.

The process is now in the hands of the residents and interested parties: the allegations period is the only formal opportunity to intervene before the text definitively completes its administrative journey. Anyone with a legitimate interest in the outcome has thirty business days from November 4 to appear at the General Secretariat and record their objections before the Jaca City Council.
