The Municipal Social Affairs Board of the Jaén City Council has ordered the issuance and collection of the receipts for the Municipal Home Help Service (SMAD) and the Home Help Service under the Dependency Law (SALD) corresponding to the May 2026 monthly payment. The resolution, adopted by the president of the body, Ángeles Díaz de la Torre, is published in the Official Gazette of the Province of Jaén number 155, of 12 August 2026, as edict 2026/3644, in the Local Administration section.
The edict, dated in Jaén on 27 July 2026, is issued in exercise of the powers conferred on the president by the Decree of 3 January 2025 and puts an end to the administrative channel. The billing for both services is made available to interested parties at the Office of Social Benefits and Housing of the board, where it may be examined for one month from the day following publication in the provincial gazette, under the notification terms of Article 102.3 of the General Tax Law.
One month of public inspection for interested parties
The public inspection period allows users and their families to check the amounts billed for the home help services corresponding to the month of May. The documentation may be consulted at the board’s headquarters, at 19 Cerón Street in the city, from 9:00 to 14:00, on all business days except Saturdays.
The resolution affects both beneficiaries of the municipal service (SMAD) and those of the service linked to the Dependency Law (SALD), which in many cases share a household and family finances.
Payment deadline in the voluntary period
Payment in the voluntary period may be made from 29 July 2026 to 29 September 2026. Payment will be made through the collaborating financial institution indicated on the receipt itself, during banking hours.
- The receipt is distributed by home delivery to each user.
- Anyone who has not received it may download it from the Electronic Office of the Jaén City Council.
- It may also be requested at the Municipal Social Affairs Board, 19 Cerón Street, at the Office of Social Benefits and Housing, from 9:00 to 14:00 on business days, except Saturdays.
Appeals and consequences of non-payment
Against the billing, a reconsideration appeal may be filed with the same body that issued the act, prior to the contentious-administrative route. The deadline is one month from the day following the end of the public inspection period, in accordance with Article 14.2 of Royal Legislative Decree 2/2004, of 5 March, approving the Consolidated Text of the Regulatory Law on Local Treasuries, without prejudice to exercising any other appeal deemed appropriate.
- Once the payment period has expired without payment, the debt shall be collected through the enforcement procedure.
- The amount shall be increased by the enforcement surcharge, late payment interest and, where applicable, the costs incurred, as established in Article 24 of the General Collection Regulations.
The May 2026 billing reminder informs home help service users and their families of the need to meet the payment deadlines: the voluntary payment period ends on 29 September 2026. Avoiding the expiry without payment prevents surcharges and interest from being incurred, in an essential service for the care of dependent persons in the municipality of Jaén.
