Jóvenes con Talento agota su crédito y deja proyectos públicos sin financiar

The Cantabrian Employment Service has declared a new distribution of credits for the Talented Youth program after applications from institutional public sector entities exceeded the planned allocation by 187,808.25 euros. The decision is detailed in the resolution signed on October 27, 2026, by the head of the agency, Lucía Serrano Madrazo, and published in the Official Gazette of Cantabria number 212, dated November 4, 2026, with reference CVE-2026-8511. The overall amount of the call remains at 2,400,000.00 euros.

A 2.4 million call and 31 applications in August

The grants were announced through Order IND/39/2026, dated August 7, an extract of which was published in the Official Gazette of Cantabria number 157, dated August 17, 2026, with code BDNS 922777 in the National Grants Database. The program, co-financed by the European Union within the framework of the Youth Guarantee, finances the salary and Social Security costs derived from the hiring of unemployed young people, with twelve-month full-time contracts, and is funded under Law 2/2026, of April 28, on the General Budgets of Cantabria for 2026.

The initial allocation was divided into two budget applications:

  • 13.00.241M.448.09, “Institutional public sector entities of the Autonomous Community of Cantabria”: 1,500,000.00 euros.
  • 13.00.241M.481, “Non-profit entities, including public law corporations”: 900,000.00 euros.

The deadline for submitting applications ended on August 31, 2026. The Evaluation Committee issued minutes on October 13, 2026, with a grant proposal of 713,809.41 euros for non-profit entities, leaving a remainder of 186,190.59 euros in application 13.00.241M.481. In contrast, requests from the institutional public sector totaled 1,687,808.25 euros compared to the 1,500,000.00 allocated, a deficit of 187,808.25 euros that the remainder does not fully cover.

The final distribution: 1.65 million for the public sector

The resolution declares the new distribution, keeping the total of the call intact and balancing the two budget items:

  • 13.00.241M.448.09, institutional public sector entities: 1,656,686.25 euros.
  • 13.00.241M.481, non-profit entities: 743,313.75 euros.

The transfer represents an increase of 156,686.25 euros for the institutional public sector, which is less than the available remainder in the non-profit entities line. The change is subject to the processing of the corresponding credit transfer provided for in Order IND/39/2026 itself.

Two positions instead of three in the final project

The call for applications establishes that the grants will be awarded up to the limit of the available credit. Applying the order of precedence set by the Assessment Committee, the last project eligible for funding requests 93,366.00 euros for three positions, with a subsidizable cost of 31,122.00 euros per position, while the remaining credit after the previous project was 91,748.34 euros. The resolution determines to finance only two of those three positions, for 62,244.00 euros. In the event of a tie, the order of hiring priority indicated by the requesting entity is followed.

No new application period and no new resolution deadline

The new distribution is supported by Article 58, paragraphs 4 and 5, of the Regulations of the General Law on Subsidies, which assigns an estimated character to the distribution between the credits of Articles 44 and 48. The publication does not open a new period for submitting applications nor does it restart the countdown of the deadline to resolve, and the resolution takes effect from the same day of its publication in the Official Gazette of Cantabria, November 4, 2026.

The adjustment directly affects entities of the institutional public sector of Cantabria —University of Cantabria and dependent entities, regional commercial companies, public sector foundations, and regional public law entities—, which must reorganize their hiring projects, and the unemployed youth who aspired to the positions that were ultimately not funded, who are excluded from this call. For non-profit entities, the margin is reduced to 743,313.75 euros compared to the 900,000 initially planned, with a grant proposal already closed at 713,809.41 euros.
